- The project consists of the refurbishment of a military operation urban training (MOUT) facility in Destacamento de Infanter a de Marina No. 2 "Miller" at Fort Aguayo, Torquemada sector, Conc n (Naval Zone), Chile. Currently an existing MOUT is located at Fort Aguayo. The existing MOUT has about 10 houses constructed of light materials. These houses were damaged during heavy rains and winds. It is required to refurbish existing MOUT by augmenting the number of new structures. These new structures will vary in size (i.e. 26, 40, 45, 100, and 142 square meters). The project also includes the construction of small town scenario with dirt and gravel roads. Underground tunnels will also be required. The project includes site works, reinforced concrete structure, masonry, concrete roofing, metallic roofing, sidewalks, bridge, some lights, and signalization. Place of Performance: Project location is in the located at Fort Aguayo, Concon-Chile (S 32o58'12.8" & W71o27'25.3". Fort Aguayo can be accessed by vehicle. Since the project is on a Chilean Military installation, security background check will be required for all interested Offerors as mandated by the Chilean Government. It is required to be registered in the Registro de Contratistas de Fuerzas Armadas, Primera Categoria Arquitectura (Armed Forces Contractor Registration, First Category -Architecture). Offeror must have their registration/certification for the organized site visit in November 2011 completed beforehand to be considered. This project shall be completed by end of March 31, 2012. Additional information is available at the Reglamento de Ejecuci n de Obras para las Fuerzas Armadas, Publico Serie E, No. 7, DN L-906 (Armed Forces Regulation for Project Execution, Public Series E No. 7, DN L-906). Contract Information: The award will be based on Lowest Priced, Technically Acceptable (LPTA) best value acquisition which will be cited in the solicitation. Proof of Offeror registration or certification with the Chilean Military must be submitted with the request for the site visit attendance for consideration in attending to the Contracting Officer. In person registration or certification will not be accepted. The period of performance of this contract is based on 120 calendar days from the date of the award. The resulting contract type shall be firm fixed price. The estimated construction cost for this project is between $250,000.00 and $500,000 dollars. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from Army Single Face to Industry (ASFI) - website: https://acquisition.army.mil/asfi/. The solicitation, and the associated documents for this project, will not be issued on CD. All notifications of changes to this solicitation shall be made through the Internet only on ASFI. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via ASFI website on or about 18 October 2011. Site Visit: An organized site visit is scheduled for November 2, 2011. If you are interested in attending a site visit for this solicitation, please inform the Contracting Office point of contact in this Presolicitation Notice via email, no later than 24 October 2011, 12:00 P.M. (C.D.T.). Include company name, registration or certification from the Registro de Contratistas de Fuerzas Armadas, Primera Categoria Arquitectura, passport number or numero de cedula, participant's name, email address, phone number, names of any additional proposed attendees, company role for all proposed attendees (prime contractor or subcontractor). CCR/ASFI Registration: Potential Offerors MUST register at https://acquisition.army.mil/asfi/ in order to receive notification and/or changes to this solicitation. All contractors MUST be registered in the Central Contractor Registration (CCR) database or their proposal may not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) at web site http://www.ccr.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Availability of Funds: Funds are not presently available for this project. The Governments obligation under this contract is contingent upon availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor received notice of such availability, to be confirmed in writing by the Contracting Officer. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Chile, the Offerors must meet the following two requirements for Outside Continental United States (OCONUS): (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
