- NASA/ARC intends to extend contract NNA06AA01C with Consolidated Safety Services,Inc., on a sole-source basis pursuant to 10 U.S.C 2304(c)(1), Only One ResponsibleSource. The performance period will be extended for a potential ten month period,consisting of a seven-month base period and three one-month options. The principle purpose of this cost-plus-fixed-fee contract is to provide occupationalsafety support, industrial hygiene support, health physics support, construction safetyengineering support, fire protection engineering support, Voluntary Protection Program(VPP) support, safety training, Health Unit operations, Fitness Center operations, andEmergency Response support to NASA Ames Research Center (ARC). The required servicessupport various programs that assure ARC operations are carried out in compliance withapplicable Federal, State, and local regulations and NASA policies, protect the safetyand health of all employees at ARC, and maintain and retain ARC's OSHA VPP certificationand Joint Commission for the Accreditation of Health Care Organizations certification. The extension will extend the period of performance of the current contract, NNA06AA01C,for seven (7) months, from October 1, 2011 through May 31, 2012 for the base period; andend on August 31, 2012 if all three one-month options are exercised. The requiredservices are currently under re-competition. The anticipated award date for the follow-oncontract is April 9, 2012. The current contractor, Consolidated Safety Services, Inc., isconsidered the only contractor that can meet ARCs needs given the short period ofperformance for the extension. Award to another source during evaluation phase of there-competition effort would result in substantial duplication of cost to the Governmentthat is not expected to be recovered through competition of the extension and would notallow for a sufficient phase-in period, thereby affecting the continuity of services andcausing unacceptable delays in fulfilling ARCs requirements. The extension is theGovernments best interest to provide ongoing Occupational Safety, Industrial Hygiene,and Medical services until a new contract is awarded. The proposed contract action is for supplies or services for which the Government intendsto solicit and negotiate with only one source under the authority of FAR 6.302. Thepurpose of this action is to bridge the performance period between the end of the currentcontract and the anticipated award of the follow-on requirement. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon October 11, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
