Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in the notice and following the Simplified Acquisition Procedures in FAR Part 13.5. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. This order will procure services to provide USDA, RMA data and information related to the ARH Cherry Pilot Crop Insurance program. This contract will involve submitting a report, documenting a comprehensive analysis, and evaluation of the ARH Cherry Pilot Crop Insurance program. The work will involve interviewing techniques; critical thinking and innovative problem solving techniques; compiling and analyzing results of research; data collection and review, and data analysis; categorizing, analyzing, and summarizing verbal information; report writing, and presenting the findings verbally; and project planning, scheduling and quality control. The program evaluation will involve evaluating the applicable insurance program materials; obtaining grower and insurance provider feedback; and, tendering reports that document the contractor's evaluation of the program and its recommendations to RMA. The resultant award shall be a Firm-Fixed-Price (FFP) Order with cost reimbursable travel. The Service Contract Act applies to this acquisition. NAICS Code 524298 entitled, "All Other Insurance Related Activities," with a $7.0 million size standard threshold. Product Service Code R409 entitled, "Program Review/Development Services." Offeror's must also ensure that their firm is registered with the Central Contractor Registration (CCR) and the NAICS code of 524298 is registered. For information, refer to http://www.ccr.gov. All questions must be received no later than 12:00 PM Eastern Time (ET) on October 18, 2011. Acquisition Services Directorate will answer questions, which may affect offers, in an amendment to the solicitation. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective offerors.
