Description
This Source Sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Bureau of Reclamation. The US Bureau of Reclamation, Denver Office, Research and Development Office (R&D) is performing a market survey to determine if there are an adequate number of interested and qualified firms having the ability to offer services and/or software related to a research contract and proposal management system. The current R&D Proposal and Performance Contract Management System (PropC: http://www.usbr.gov/research/science-and-tech/proposals/propc/index.html ) is a web application started in 2003 that automates many of the business processes of R&D's Science and Technology Program (S&T). It acts as a content and information management system that primarily facilitates the chronological phases of collection, review, and competitive selection for annually-submitted research project proposals. In addition, PropC also includes functions to facilitate user roles and management (authenticated logons from both internal employees and external stakeholders); content and document publication and retention (to a portion of our website, www.usbr.gov/research, and also internal unpublished), intellectual property (IP) identification and security, and various dashboard, email management, and reporting functions. PropC is internally hosted and built primarily on the Adobe ColdFusion programming language with an Oracle database backend. We are currently looking for firms that could maintain our current PropC system and process while transitioning us to a new service or software that could provide us with long-term maintenance simplification, cost savings, QA/QC improvements, and better capabilities in some or all of the aforementioned PropC functions. In addition, we are also seeking potential future program functions to help facilitate our IP and Technology Transfer (T2) Program, and also to potentially add additional functions related to federal science, research, technology and similar programs, websites and web applications. Interested parties should include the following information in their response: (a) Business name, address, socioeconomic classification, if any (i.e. HUBZone, 8(a)), small or woman-owned business, etc.), GSA contract number(s), if any, and a point of contact with email; (b) Evidence of successful current and/or recent past experience with Coldfusion, Oracle, research management services and software, and federal and/or related research, science, and technology programs and projects. The evidence should include the following as applicable: project titles and descriptions, work samples, screenshots, videos, reports, company/service literature, dollar amounts and points of contacts with telephone numbers and email addresses. Please do not include more than three past projects; and (c) Include attachments cataloging the company's personnel resources and related technology and subcontracting resources that demonstrate company responsibility and capability to perform required work.
