Description
The Social Security Administration (SSA) is conducting market research to identify small businesses that can provide onsite support in one or more of the following service areas:?IT Operations and Security?IT Services Management?Infrastructure Architecture and ConfigurationAt this time, SSA is considering awarding one contract for each of the three service areas. Please note: This notice constitutes neither a Request for Proposal (RFP) nor a pre-solicitation notice. SSA will neither pay for nor return any information submitted in response to this notice. SSA will use the results of this market research solely to determine if a small business set aside is appropriate. The SOW includes general information about the work, as well as 60 distinct tasks for which SSA requires contractor support. Please note most tasks require onsite support at SSA Headquarters in Baltimore, MD. However, certain tasks in the service areas of IT Operations and Security and Infrastructure Architecture and Configuration require onsite support in Durham, NC. In addition to the SOW, we have posted a spreadsheet that includes the following information:?Tab 1: This summary sheet shows the hours expended under each task for the last three years, and whether there has been an overall increase or decrease in the number of hours expended.?Tab 2: This summary sheet shows the total number of hours expended per labor category, per task, for the last three years.?Tabs 3 through 5: These sheets show a breakdown of the number of hours used by each labor category for each task for years two through four of the existing contract. It is the basis for the summary sheets found in Tabs 1 and 2.?Tab 6: This sheet includes the title of each task. Additionally, this sheet shows what SSA considers a logical grouping of these tasks into three separate service areas (IT Operations and Security, IT Services Management, and Infrastructure Architecture and Configuration). The North American Industry Classification System (NAICS) code assigned to this acquisition is 541513 (Computer Facilities Management Services). The size standard associated with this code is $25 million. When responding to this notice, please provide the following information:1.Company Name and Address2.Name, phone number, and email address of your company?s point of contact (this should be someone who can answer questions about your company?s capabilities)3.Small business type (e.g., is yours a small business? Certified 8(a) business? Certified HUBZone business? A service disabled veteran-owned business? A woman-owned business?)4.Which service area(s) your capability statement addresses (see Item 5)?5.A capability statement that demonstrates your ability to perform contracts similar in size, scope, and complexity to that described in the statement of work and the tasks associated with your selected services area(s). With your capability statement, you must provide examples of contracts your company has performed in the last five years that are similar in size, scope, and complexity to the service area(s) your capability statement addresses. Please describe these contracts in sufficient detail so SSA can determine their similarity to our requirements. Submit your responses or any request for clarification to the contract specialist, Nicole Taylor, using FedConnect (if you are not already registered, go to https://www.fedconnect.net/FedConnect/). If you cannot register in FedConnect, you may email your response to Nicole.D.Taylor@ssa.gov. All responses must be received no later than 14 October 2011. SSA is not meeting with industry at this time; please do not request such a meeting. NOTE: We have also published a Request for Information related to this draft SOW. Please see SSA-RFI-12-1003.
