JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL), Office of Aviation (INL/A), Patrick AFB, Florida. The Office of Aviation provides planning, operational and logistical support as well as contract oversight for INL counter-narcotics and embassy aviation programs in Colombia, Bolivia, Peru, Guatemala, Iraq, Pakistan and Afghanistan. This mission is performed using a fleet of fixed and rotary wing aircraft, aviation support contractor personnel, and Government and Personal Services Contractor personnel operating in the United States, select Latin American countries, Pakistan, Afghanistan, and Iraq. The incumbent serves as the Logistics Management Specialist in the Logistics Division at Patrick AFB, Florida. The incumbent performs planning, management, administration and analyses of complex aviation logistics issues affecting the success of regional and country counter-narcotics aviation programs including: intra- and inter- country airlift and passenger movement; provides specialized expertise in logistical, transportation, facilities management, and supply related technical areas; and contributes to and participates in program management related to contract oversight. PURPOSE: To provide aviation logistical management expertise and assistance to the Chief of Logistics. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Chief of Logistics at Patrick AFB, Florida. The supervisor provides general direction in terms of broadly defined aviation policy/mission/function and contractual procedures. The incumbent exercises latitude for independent action, initiating projects, writing requirement documents and executing approved new programs under minimal supervision. Normal program oversight considerations will include emphasis on cost and schedule. Completed work is considered to be correct and review of results is for timeliness and effectiveness with minimal modifications and corrections by the logistics supervisor. 2. STATEMENT OF WORK Develops, coordinates, and monitors logistics direction/guidance to and oversight/evaluation of contractor and host nation logistics activities; supports planning programs and procedures with methodologies that maximize safeguarding the Bureau's aviation support assets for the Office of Aviation worldwide. Ensures compliance with shipping and receiving procedures. Reviews and recommends changes to existing supply management and quality assurance programs when available records or other documentation supports the need for updating or improving the Bureau's programs. Assist and coordinate, as required, with the Property Administrator for contractor compliance in-accordance-with Federal Acquisition Regulation 45 relating to systems, practices and policies regarding the management of government furnished property and government furnished equipment under the aviation support contract. Performs contract oversight, evaluating the contractor's performance, schedule and operation with the Contracting Officer's Representative (COR). Prepares periodic contractor performance reports for the COR based on reviews when appropriate. Provide day-to-day oversight of contract supply chain management with the Chief of Logistics managing overall government integrated logistics support effort. Prepares logistics estimates and plans for current and anticipated new logistics requirements. This involves identifying and drafting specifications, statements of work and logistical requirements. Serves as the Air Wing's military and civilian logistics coordinator. Responsible for surface, water and air movement coordination with Department of Defense and civilian federal agencies to ensure inter-governmental logistical support by established support agreements or other coordination policies. Reviews and identifies Integrated Logistics Systems specifications on new and established logistical programs. Interprets current directives, maintenance policies, maintenance procedures and Federal Aviation Regulation guidance. Maintains the Office's supply, logistics, transportation, facilities management and quality assurance programs. Perpetuates currency in advancements in the logistics field and accurately projects the impact on Office of Aviation programs. Works closely with senior specialists to incorporate strategic planning into daily activities, reviewing standard operating procedures for new programs and making recommendations on the best course of action to follow. Drafts new procedures as appropriate and ensures implementation in accordance with Office of Aviation requirements. Develops handbooks and other materials for use by office staff, embassy personnel and contract employees. Reviews existing training programs and recommends the establishment of formal courses of instruction, training programs, aids, standards, directives and related material to support the Office of Aviation's supply, logistics, transportation and facilities management programs. Develops information and systems for analyzing performance data to identify areas where improvements are required within the program. This includes activities such as: developing and installing financial or other control programs for the purpose of controlling operations; determining supply costs; planning, budgeting and evaluating supply, logistics, transportation and facilities management performance measures; and ensuring the most economical use of limited financial resources. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of supply management and quality assurance programs or operations in meeting established goals and objectives. Evaluates region-wide programs against short and long-range logistical planning to determine future needs, objectives and capabilities. Effectively manages INL/A assigned programs which involve expenditure of large amount of dollars. Monitors and makes recommendations to modify inventory control. Works closely with senior specialist and occasionally with Division Chiefs to develop budget proposals, researching and comparing costs among different vendors. Drafts justification to support proposals. Supports and assists the Office Director and senior specialist ensuring (1) effective internal controls are in place and adhered to in order to protect the integrity of the organization and prevent waste, fraud and mismanagement (2) appropriate security procedures are followed (3) resources are allocated efficiently, equitably and in conformance with established policy and regulations. 3. MINIMUM REQUIREMENTS Be a U.S. citizen. Have or be able to obtain and maintain a Department of State SECRET level security clearance. Have qualitative and quantitative skills for assessment and improvement of a major area of supply program management or improvement of systems. Knowledge and understanding of current project management principles, practices, methods and techniques with skill in integrating support services. Comprehensive knowledge of a wide range of administrative laws, policies, regulations and precedents applicable to the administration of aviation maintenance programs, i.e., Federal Aviation Regulations, DOS regulations, and International Traffic in Arms Regulations (ITAR). Knowledge of and specialized training with military and commercial aviation maintenance, transportation, supply and logistics procedures, systems and organizations for coordination and obtaining logistical support. Federal Acquisition Regulations (FAR) and International Project Management Practices knowledge is helpful. Knowledge of and experience in developing, organizing and implementing facilities support for medium to large aviation organizations in multiple locations in CONUS and OCONUS. Skill in oral and written communication to prepare and present proposals within the INL Bureau, foreign embassies and other governmental agencies that provide guidance to solicit information. Skill in application of Microsoft (MS) suite of products to create formal project plans and data analysis tools from abstract concept to the formal proposal stage. Knowledge and understanding of project management principles, practices, methods, and techniques, combined with skill in integrating support services with requirements of the office. 4. COMPLEXITY Analyzes all facets of aviation logistics management involving a diverse fleet of fixed and rotary wing aircraft that function within an integrated program of wide ranging counter narcotics and airlift missions. These missions include aerial eradication, aerial interdiction, forward area aerial re-supply, replenishment, sustainment and host nation aviation training. Additionally, missions including passenger airlift in fixed and rotary wing aircraft of dignitary, government, military and foreign passengers. Incumbent prepares and coordinates both short and long-range supply, transportation, logistics, facilities management and quality assurance programs for INL/A. Criteria are developed for evaluating the effectiveness of the program. The incumbent analyzes changes and makes recommendations to the supervisor by most effective method. Incumbent assists the supervisor in the administration of complex aviation logistical support programs that are difficult because of the geographic dispersion of both contractor and Office of Aviation personnel. Difficulties in lines of communication, transportation, host nation customs procedures, cultural, political coordination and distance from the main operating facility located in Florida further complicate implementation of an effective aviation logistics support system. 5. PHYSICAL DEMANDS Physical demands range from sedentary office conditions to temporary duty in tropical regions, desert regions or in mountainous high altitude terrain. Incumbent must be able to independently perform fieldwork in remote areas for extended periods without assistance and be in good physical condition. Medical treatment is not available in some work locations. Acute medical conditions must be a consideration for this position. 6. WORK ENVIRONMENT Work is normally performed in an office setting or in the field for the purpose of observing operations and coordinating support. Fieldwork environments vary from hot, humid tropical surroundings at sea level to dry, high altitude Andean settings as well as low and high altitude desert environments. Employee is required to travel occasionally to perform duties at OCONUS field sites under primitive conditions. Some field sites have been declared hazardous duty locations due to hostile fire activities of narco-traffickers and terrorist organizations, therefore posing significant risk of physical attack and injury to the incumbent when working at these locations. EVALUATION CRITERIA Factor 1. (Contract Oversight). Offeror's ability to: a. Perform oversight and evaluation of contractor logistical activities to include reviewing contractor logistical procedures and monitoring contractor and host nation logistical support. b. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award fee input. c. Provide logistical support direction and guidance to the contractor for the purpose of supporting the counter-narcotics and airlift effort. d. Coordinate with Government representatives and provide oversight of contractor personnel. Factor 2. (Assist the Chief, Logistics). Offeror's ability to: a. Assist the Chief of Logistics in directing and coordinating aircraft logistical support for the program. b. Provide instruction/guidance regarding logistical support for the counter-narcotics and airlift program. Factor 3. (Develop, Coordinate, Organize and Implement Logistical support). Offeror's ability to: a. Develop comprehensive aircraft logistical support systems and procedures. b. Coordinate/Organize aircraft logistical support systems and procedures. c. Implement Logistics and Material Support Plans and Standing Operating Procedures and provide direction and guidance to both contractor and host nation personnel. Factor 4. (Facilities Management) a. Independently formulate best practices to coordinate with building owner the management, maintenance and safe operation in accordance with applicable federal, state and local laws. b. Plan for and implement changes to meet current and future requirements. c. Ensure environmental compliance and safety standards are maintained by contractor employees in conjunction with building and property owner. d. Coordinate with property owner to ensure lease terms are reviewed annually and secondary partners (airport manager, other tenants or base Commander) are aware of any proposal changes made by DoS policy. Factor 5. (Past Performance). Gage applicant's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). COMPENSATION Compensation for the position will be negotiated as follows: accumulated experience will dictate the salary level within the grade range. Entry level salary normally will be at the first step of the grade range for the position. Consideration will be given, however, to the successful applicant's experience that is specifically relevant to the position being filled. Number of years of relevant experience will determine the step within the grade range at which the successful applicant will be compensated.
