- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Coherent Inc., 5100 Patrick Henry Drive, Santa Clara, California 95054-1112 to procure service agreement for the following system: 1. Chameleon System: XR: 90MHz, Serial Number: GDP.1068731.8912, Quantity: One (1) Each. Period of Performance : Service Agreement is for a Base Year of 12-Months with One (1) Option Year Period. The renewal period will begin on October 23, 2011. The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI). The Cytogenetic and Microscopy Core has a need for a service contract for Coherent Inc. to repair, calibrate and service the multi-photon confocal miscropy system that is used to access molecular cytogenetic tools and confocals/wide-field microscopy analysis. This laser system also allows the Core to make observations that cannot be made by conventional light microscopy like studies of sub-cellular localization, deep tissue microscopy and movement of molecules. The service agreement is required to maintain the working order of the laser systems that is used by NHGRI investigators, if the contract was not in place it would cost a substantial amount to replace the entire laser system, thus interrupting and possibly contaminating all ongoing research studies. Coherent Inc. is the sole manufacture of the microscopy laser system and does not allow any third party, only qualified and certified Coherent Engineers are authorized to service the equipment. The Contract will cover all replacement parts, including FAP-I's, Labor and travel for 12 months or 1500 hours of operation, whichever occurs first. Coverage is limited to replacement parts only and does not include consumable items such as, but not limited to: lamps, crystals, dyes, filters and solvents. The contract will include service during normal business hours: Monday through Friday, 8:00 A.M. to 5:00 P.M. Only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance and the Business Size Standard is $19.0M Per Annum. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-53 (August 4, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by October 8, 2011, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
