- In accordance with FAR 6.302-1 (a)(2)(iii), the New Orleans District intends to sole source for comprehensive support services for performing program processes and computer programming maintenance activities in support of MVN Construction. Specific tasks include: Program and maintain ConDUCTS and HPOCTS database applications for construction and interface of data with RMS and CEFMS. Program and maintain CEFMS reporting for construction activities. Program time entry applications for MVN and HPO organizations. Program and support Situation Reports (SITREP) applications. Program and support the Commander's Weekly Report for HQUACE. The Contractor will development and maintain the QaCc computer system and computer application associates with construction management requirement. Program and support Quality Assurance reporting applications to support QaM management of projects. Program and support HyDra computer applications. Program and support QaCc TracKer computer applications. Program and support QaCc aGent computer applications. The Computer Programmer Specialist maintains and develops software solutions using.NET technologies to build and improve the QaCc system. Languages may include C# and VB.NET. ASP.NET, Windows, SharePoint and WCF interfaces with SQL Server or Access databases. The Computer Programmer Specialist maintains current IASO certifications. Other processes will be developed that will increase productivity and efficiency include automating Outlook, Excel, Word, Access, Adobe Acrobat and other products. Use the following database related programs such as Microsoft Visual Studio.Net, SQL Sever, Crystal Reports, and Oracle. Document process and procedures to be incorporated into associated Quality Management Systems. Provide equipment and support necessary for the electronic transmittal of information from QaCc users to QaCa management. Program and support for the development of improving the Quality of Construction associated with USACE projects. The Government intends to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive quotations. However, interested parties may submit their capabilities and qualifications for future procurements in writing to the identified point of contact not later than 1000 hrs CST on 18 October 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not companies are qualified for future similar procurements. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely with the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent.
