- Justification for Other than Full and Open Competition The DRC Voter Opinion and Involvement through Civic Education (VOICE) Program was initially conceived as a two-year effort funded by USAID and implemented by IFES in four provinces of the DRC: Bandundu, Katanga, Maniema and Sud-Kivu. The purpose of the VOICE Program is to improve the knowledge and capacity of the Congolese people to participate more effectively in new democratic institutions and the decentralization process in the DRC by: 1)Strengthening the capacity of Congolese civil society and the Independent Electoral Commission (CEI) to conduct civic and voter education activities effectively; 2)Designing and producing civic and voter education materials related to the decentralization process and future local elections in the DRC; and, 3)Implementing civic and voter education activities in the targeted provinces. Under this proposed extension, IFES would continue to implement activities according to the following objectives: 1)Civic and voter education materials needed in anticipation of the civic education campaign for local elections are produced, together with the CENI; 2)Targeted local CSOs, CENI staff, educators, youth, women, religious leaders, community radio and journalists develop the capacity to conduct civic and voter education efforts related to the decentralization process and elections; 3)Citizens receive accurate information about the electoral process that is tailored to the local context and is audience-appropriate; and 4)The use of innovative mechanisms to provide citizens with real-time information on the electoral process, including conflict mitigation and dispute resolution within the electoral context are explored and used on a trial basis. During this extension, IFES will meet the following specific objectives: Objective 1: Civic and voter education materials needed in anticipation of the civic education campaign for local elections are produced, together with the CENI; Objective 2: Targeted local CSOs, CENI staff, educators, youth, women, religious leaders, community radio and journalists develop the capacity to conduct civic and voter education efforts related to the decentralization process and elections; Objective 3: Citizens receive accurate information about the electoral process that is tailored to the local context and is audience-appropriate; and Objective 4: The use of innovative mechanisms to provide citizens with real-time information on the electoral process, including conflict mitigation and dispute resolution within the electoral context are explored and used on a trial basis.
