Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13 Simplified Acquisition Procedures and 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This announcement constitutes the only solicitation; a Request for Quotation (RFQ) is being requested and a written solicitation will not be issued. The Solicitation number is N00244-12-T-0002. The RFQ and incorporated provisions and clauses are those in effect through FAR FAC 2005-43 and DFARS-DCN 20100820. The proposed contract is 100% set aside for small business concerns. The NAICS Code 561499 and business size is $7.0 Mil. ************************************************************************** The Government requests responses from qualified sources capable of providing: This procurement is for the providing shredding services to the Human Resources Services Center Southwest, San Diego, CA 92145. Quotes shall be FOB destination pricing. Statement of Work: 1. Contractor shall provide 22 (55) gallon lockable collection containers marked as śPersonally Identifiable Information Only ť for the Human Resources Service Center (HRSC), at multiple floor sites (floors 1 “ 2). Periodically, additional containers shall be provided during file purge/cleanup periods and be called into the contractor/vendor by the POC for HRSC. 2. HRSC requests a pick up schedule of every 3 weeks, with the option to request more frequent pick- ups on an śas needed ť basis. Contractor shall respond within forty-eight (48) hours of pick-up request. Only Contractor personnel shall collect and handle designated material. 3. Pick-up hours are from 0600 to 1600, Monday thru Friday. HRSC address/location is: 6300 Miramar Way, San Diego, CA. 92145-2015. Mailing address is: HRSC-SW, Code S1/Attn: Michelle V. Lopez, P.O. Box 452015, San Diego, CA 92145-2015. The POC is Michelle V. Lopez and alternate POC is Sarah C. Palmer. 4. Contractor shall transport collected material via enclosed and secured vehicle to the Contractor ™s facility for storage prior to shredding. At no time shall HRSC ™s material be placed in an environment accessible to anyone other than contractor personnel. 5. Contractor shall employ the crosscut method of material destruction. Material shall be reduced to maximum size of 3/8 ť diameter output residue. The method complies with National Industrial Security Program Operating Manual (NISPOM) requirements relative to commercial/non-controlled destruction of paper-based documentation. 6. All material destruction must meet DON CIO rules as laid out in SECNAV INSTRUCTION 5211.5E, "Department of the Navy Privacy Program," paragraph 8b.(1) Disposal methods are considered adequate if the records are rendered unrecognizable or beyond reconstruction(e.g., tearing, burning, melting, chemical decomposition, burying, pulping, pulverizing, shredding, or mutilation). Magnetic media may be cleared by completely erasing, overwriting, or degaussing the tape. Once destroyed, an invoice shall be prepared by contractor and forwarded to HRSC for evaluation. HRSC shall approve the invoice and authorize credit card processing. Vendors ™ quotes that don ™t include sufficient data for determining technical equivalency will be determined unacceptable and not considered for award. Government Period of Performance Requirements: The Government requires period of performance from contract award until 30 September 2012. All transportation charges to be paid by the contractor without additional expense to the Government. Offers submitted on a basis other than F.O.B. Destination will be rejected as non-responsive and offers may be deemed unacceptable. Inspection and acceptance will be made at Destination by the Government. Pick up location will be at HRSC SW, 6300 Miramar Way, San Diego, CA 92145-2015 Post Award Contract Administration will be performed by NAVSUP Fleet Logistics Center San Diego, Code 240.
