- 486-12-001:Environmental Remediation at Da Nang Airport, Excavation and Construction The airport in Da Nang, Vietnam has been referred to as a dioxin "hotspot" due to high dioxin concentrations remaining decades after large volumes of Agent Orange and other defoliants were handled at this site. The Da Nang Airport property (site) is located within Da Nang City and is used by both the Ministry of National Defense (MND) and the Middle Airports Corporation (MAC) under the Civil Aviation Administration of Vietnam (CAAV). It has a total area of 820 hectares (ha), of which 150 ha are allocated to civil aviation, and the remaining 670 ha are under the jurisdiction of the MND. The Government of Vietnam (GVN) has requested assistance from the United States Government to remediate dioxin-contaminated soil and sediment which is present on approximately 20 ha at the Da Nang Airport. In 2008, the United States Agency for International Development (USAID) launched an environmental health and remediation program. In 2009, this included the initiation of a comprehensive Environment Assessment (EA), required by U.S. law for projects of this nature. Concluded in June 2010, the EA recommended treatment of contaminated soils and sediments at the site using an In-situ Thermal Desorption/In-pile Thermal Desorption (ISTD/IPTD), or thermal remediation, approach. In subsequent design work, this approach has been narrowed to IPTD treatment, to be done in two treatment phases of roughly half of the 73,000 cubic meters of soil and sediments in each phase. The remediation project can be separated into three primary components: 1. Excavation, Hauling, and Placement of Soils and Sediments 2. IPTD Pile Structure Construction 3. IPTD Treatment The implementation of these components will be awarded to two separate contractors. An Excavation and Construction Contractor will be responsible for the first two components and an IPTD Contractor will be responsible for the third component. The completion of the first two components will require the construction of the IPTD treatment pile structure and the excavation, transport, and placement of dioxin-contaminated sediment/soil in the IPTD pile structure. This solicitation is for the selection of the Excavation and Construction Contractor.
