Description
Schedule Pyro PWS FAA Form 7711-1 Waiver Approved 2011 Shooters in Charge This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is FA4861-12-Q-B002. The solicitation is issued a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53, Defense FAR Supplement Publication Notices (DPN) 20110819, and Air Force Acquisition Circular (AFAC) 2011-0714. (iv) The solicitation is 100% set-aside for small business and the associated NAICS code is 713990 and the small business size standard is $7M. (v) The solicitation has one contract line item number per performance period (0001 - Contractor shall perform all work related to Pyrotechnics Display for the Nellis AFB Air Show/Open House IAW Performance Work Statement). The quantity and units of measure are as follows: 0001, 0002, 0003 - 1LO. CLINs 0001-0003 are firm fixed priced. This is a base plus two option year contract. See attached schedule. (vi) The requirement is to perform all work related to Pyrotechnics Display for the Nellis AFB Air Show/Open House at Nellis AFB near Las Vegas NV in accordance with the incorporated Performance Work Statement (attached). (vii) The performance period is November of each year (2011-2013) with the dates for 2011 are 12-13. The specific dates for 2012, 2013 will be provided prior to the exercising of the applicibale option. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The following addendum applies - (k) Any offeror not registered in the CCR database prior to 18 September 2011, may be removed from consideration for award. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Lowest Price Technically Acceptable Source Selection Process will be used in this acquisition. The specific evaluation criterion is price. All responses to this solicitation will be considered technically acceptable if no exception is made to the Performance Work Statement or any other provisions or clauses applicable to the acquisition and offeror or offeror personnel must be on approved 2011 Shooters in Charge list(see attached). (x) The provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. Offerors shall either include a completed copy of this provision with its response or include a statement that the information contained in the ORCA database is current, accurate, complete and applicable to this solicitation. Responses to this solicitation that contain neither the completed provision nor the statement referenced here may be removed from award consideration. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The following addendum applies - (o) The contractor shall provide all standard commercial warranties for any parts, materials, and/or supplies used in contract performance to the contracting officer. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to this acquisition: (b)(1), (b)(6), (b)(11), (b)(21), (b)(24), (b)(25), (b)(26), (b)(27), (b)(28), (b)(40), (b)(45), (c)(1), (c)(2) and (c)(4). The clause at paragraph (c)(2) is completed as follows: Employee Class - 23182 Electronics Technician, Maintenance II / Monetary Wage - Fringe Benefits - Unknown. (xiii) The following additional clauses and terms apply to this acquisition: 52.217-8 -- Option to Extend Services. The fill-in is completed as follows: 30 days prior to the expiration of the contract. 52.217-9 -- Option to Extend the Term of the Contract. The Government may extend the term of this contract by written notice to the Contractor within 30 days of contract expiration provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. If the Government exercises this option, the extended contract shall be considered to include this option clause. The total duration of this contract, including the exercise of any options under this clause, shall not exceed. 52.232-18 -- Availability of Funds 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The following additional FAR and DFARS clauses cited in 252.212-7001 are applicable to this acquisition: (a)(1), (b)(1), (b)(6)(i), (b)(21), and (b)(24) 5352.201-9101 Ombudsman.
