- This Request for Information (RFI) is being issued by the Department of the Interior (DOI), National Business Center, Acquisition Services Directorate (AQD) for the Policy, Management, and Budget (PMB) organization within the Office of the Secretary (OS), U.S. Department of the Interior. This is a market survey for a written request for information and to identify potential sources that are interested in and capable of performing the work described herein and as described in the draft Government statement of work (SOW). In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the government. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. An electronic acknowledgement of the vendors submission of its RFI response will be provided. If you do not receive an acknowledgement within one work day, please notify the acquisition point of contacts listed in this RFI to ensure successful delivery. Dependent upon the results of this market survey, AQD may subsequently issue a solicitation to acquire the appropriate services. Any such solicitation will be based on a statement of objective or performance work statement, and will be issued as a firm fixed price effort. North American Industry Classification System Code (NAICS) for this requirement would be 541512, Computer Systems Design Services Classification Code: D - Information Technology Services, Including Telecommunications services REQUEST FOR INFORMATION: BackgroundThe PMB organization is in need of a Federal Information Security Management Act (FISMA) moderate cloud-based Enterprise Management Dashboard System (EMDS) that allows convenient access to reliable data from sources that exist throughout the Department. The EMDS will provide focus on key performance indicators and enable executives, managers and employees to measure, monitor and report key metrics, milestones and activities necessary to achieve organizational goals. Performance dashboards provide accurate and relevant information on demand, in a graphical electronic format, employing best practices in visualization of data, enabling fast and effective decision making. The Department has a wealth of performance and management data that originates or resides in systems across the Department. The EMDS will leverage that data by pulling, reading or transferring data from existing systems, translating that data into information, and presenting it in an intuitive, graphical, manner to managers. The Department, with 70,000 employees, is comprised of 9 Bureaus (http://oneinterior.doi.net/oneinterior/Bureaus/index.cfm) with operations located across the country. The Department's lines of business include database structures from Microsoft SQL, Oracle, Ingres, XML, Access, MySQL, and DB2. Data models within the Department vary from rational, entity and object. The Department of the Interior (DOI) is attempting to identify responsible contractors that are capable of providing a cloud based data dashboard solution with accompanying maintenance for the products and services described in the draft SOW attached to this document. The vendor must also be capable of providing robust formal and hands on training and assistance in use of the software and dashboard development. The Department of the Interior (DOI) is performing a cost benefit analysis study to determine the costs of implementing an enterprise dashboard solution which provides a variety of functions within DOI's Enterprise Architecture. The draft SOW includes multiple capabilities DOI is seeking, based on similar reporting functions within a Dashboard environment. The salient characteristics listed in the draft SOW are not comprehensive, and are only intended to provide an overall understanding of the major requirements of the products. This information must demonstrate the agent's ability to fulfill the requirements and be responsive to the technical questions in this RFI, as indicated below. Additionally, a rough order of magnitude estimate shall be provided, with an estimated performance period to complete this task. The government may conduct informal, interactive exchanges with potential vendors who provide capability statements in accordance with this market survey request. The government reserves the right to invite one or more market survey participants to discuss their capability of performing similar commercial activities, experiences, and current business best practices. The informal meetings are for information gathering only. The information obtained from this market survey and informal exchange may be used to form the basis of a future solicitation.
