Description
This is a notification that the Office of Acquisition and Property Management, Reston, VA, intends to negotiate on a sole source basis (IAW FAR 13.106-(b)(1)) a firm-fixed price purchase order to CONSORTIUM ON READING EXCELLENCE, INC (CORE). 2560 9th St Ste 220, Berkeley, CA 94710-2565. This purchase order is for services of a CORE Reading Consultant at Kaibeto Boarding School to: Identify specific implementation issues and plan for organization, resources, and support needs; Help coaches learn to analyze test data, facilitate on-site collaborative conversations, and develop solutions to implementation challenges; Deepen the reading expertise of school leaders through training on instructional materials and assessments, as well as visits to selected classrooms to observe instruction and practice coaching and feedback; Help teachers more deeply understand adopted instructional materials and resolve implementation-related issues; Enable all instructional staff to use data to plan student groupings and intervention; and Improve classroom instruction as the CORE Consultant models lessons in classrooms and conducts classroom observations and coaching. CORE Reading Professional Development: Elementary Reading Academy - The CORE Elementary Reading Academy offers educators fundamental knowledge in effective research-based reading practices for all learners. The Reading Academy applies research-based reading practices to research-based basal textbook series. By taking all five topical sessions, participants gain a comprehensive understanding of the critical components for effective reading instruction. Participant Outcomes: Understanding the research on the particular essential components of reading instruction and link research to practice; Gain clear and explicit models of instructional routines; and practice using instructional routines specific to the particular topic. Site Implementation - Research and CORE's own experience have shown that coaching and support are essential for professional development to be effective. CORE's Site Implementation and Consultation is an essential component of CORE expert support. Site assistance is provided in tandem with whole district implementation to develop a seamless system that ensures equity across all sites. Specific content is determined in consultation between CORE and the school and/or district leadership. During the site visit, CORE Educational Consultants work informally with small groups of teachers, coaches, and administrators. Site visits and/or demonstration site visits provide the following vital services: Alignment of Instruction to Standards; Literacy Plan Development and Analysis of Need; Response to Instruction/Intervention Follow-up Support; Executive Coaching; Mentored Practice for Coaches; Work with Classroom Teachers; Assessment Support; Implementation of Scientifically Based Instructional Materials; and Specialized Program Review Sessions for Elementary or Middle/High School Intervention or CORE programs. This notice of intent is not a request for competitive proposals, however, all responses received within 5 calendar days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 5 calendar days of this notice to determine whether a qualified source is more advantageous to the Government, the award will be issued to Consortium On Reading Excellence, INC. Responses must be received by 4:00pm Eastern Time on October 18, 2011. The NAICS Code is 611710. There is no solicitation package available.
