- The Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to acquire on a full and open competitive basis, services to provide for scientific, engineering, technical, and analytical support and assistance in support of training policy and strategy development, in the use and integration of new information, integrated operations training, learning and job performance technologies and methodologies and in the development of the live, virtual and constructive environment, test and training ranges and instrumentation, new equipment training, requirement and capability oversight for training, architecture and management for the Office of the Deputy Assistant Secretary of Defense (Readiness) Training Readiness & Strategy Directorate (ODASD(R) (TRS)). The Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to acquire these services following the procedures outlined in FAR Part 15. Contractor support will be provided primarily at ODASD(R), TRS located in the Pentagon, and surrounding Washington, DC area. The resultant solicitation shall include a one-year base period of performance, and contain provisions for two (2) additional, consecutive, twelve (12) month option periods. The estimated level of effort is 47,716 hours per year. It is anticipated that an Indefinite-Delivery, Indefinite-Quantity type contract with Cost Plus Fixed Fee provisions will be awarded as a result of the solicitation. The closing date for receipt of proposals will be established in the Request For Proposals (RFP). It is intended that a multiple award contract scenario will be employed resulting from this solicitation to the responsible offerors whose proposals represent the best value after evaluation in accordance with the solicitation. Offerors shall be required to submit both cost and technical proposals. The source selection will consider the offerors ™ technical proposal more important than the offerors ™ Price/Cost Proposal. The applicable North American Industry Classification System (NAICS) Code and small business size standard are 541330 and $4.5M, respectively. The size standard is based on the industry classification of the services being procured. All responsible sources may submit a proposal which shall be considered by Fleet Logistics Center (FLC) Norfolk, Philadelphia Office. Upon its release, the solicitation will be made available electronically at www.neco.navy.mil. A hard copy of the solicitation will not be made available. This announcement will updated when the solicitation has been released along with the Request For Proposal (RFP) number. The closing date of the RFP will be established in the RFP. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions.
