Description
Marine Corps Systems Command intends to award a Three (3) Year Indefinite Delivery Indefinite Quantity Sole Source contract to Force Protection Industries, Inc. (FPII), 9801 Highway 78, Ladson South Carolina, 29456 for up to 40 Cougar MRAP Vehicles, Sustainment and Integration, and related Engineering Change Proposals (ECPs) to possibly include, but not limited to; Front Door Upgrade, Rear Door/Step, Exhaust Reroute, Roof Hatch, Emergency Egress Window, Breakaway Steering Wheel, Interior Egress Lighting, HVAC, Emergency Fire Extinguishing System (EFES), Water Intrusion, Transparent Armor, 370HP Engine Upgrade, Category (CAT) II Seat Survivability Upgrade based on the existing Technical Data Packages (TDPs). FPII is currently producing the Cougar MRAP vehicle for the United States Marine Corps and is the Original Equipment Manufacturer possessing the patent rights to the vehicle, unique product knowledge, and production line capabilities for immediate production of the required item and is therefore the only vendor deemed qualified to produce the item. The estimated contract award date is June 1, 2012. The estimated total contract value is $400,000,000. Deliveries will be required to begin no later than 18 months after contract award. The North American Industry Classification (NAICS) Code 336992, Vehicles. This notice is not a request for competitive proposals and no solicitation is available. However, interested parties may identify their interest and capabilities to meet the requirements by submitting a white paper, technical data for the item, and past performance data no later than 4:00 PM EST, October 20, 2011 to: Commanding General, Marine Corps Systems Command, Attn: Nichole Wyche-Seawood, 2200 Lester St., Quantico, VA 22134 or email Nichole.Wycheseawood@usmc.mil. Responses received by 4:00 PM EST, October 20, 2011 will be considered. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. All contractors who provide goods/services to the Department of Defense (DoD) must be registered in the Central Contractor Register (CCR). Online Certifications and Representations at (ORCA), https://orca.bpn.gov, will also be required. Failure to comply with ORCA registration may make a vendor/offeror ineligible for award.
