- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ proposes a limited source order under Federal Supply Schedule 66, Contract GS-07F-9173S, with TCOM, L.P., 7115 Thomas Edison Drive, Columbia, MD, 21046, for the procurement of up to eleven (11) 28M+ Aerostat Systems, and the associated spares for the Naval Air Systems Command 4.5x Special Surveillance Programs (SSP). This action is authorized by the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies (FAR 8.401), and as prescribed in FAR 8.405-6(a)(1)(i)(B) - Limited Sources Justification and Approval. The 28M+ Aerostats and site spares are being procured for use at the Persistent Ground Surveillance System (PGSS) Forward Operating Bases. The technology being fielded as part of the PGSS is specifically tailored to protect US and Coalition forces by providing surveillance and locating and detecting hostile forces that are approaching in the distance, giving US Forces ample time for situation awareness and an effective response. This procurement will enhance PGSS site with superior capability that can immediately enhance operational capability and unit situational awareness while significantly reducing the systems susceptibility to weather and hostile action. The use of TCOM provides integrated logistic support and interoperability within the already existing PGSS system. TCOM is the sole designer, developer, manufacturer, and distributer of the TCOM 28M+ Aerostat system already being utilized by the PGSS system. The TCOM 28M+ aerostats, tether-up spares, and system spares have been integrated and are a critical component of the standardized PGSS. The Government does not possess the technical data on the proprietary TCOM aerostat, mooring station and tether technology to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses should reference solicitation number N68335-12-R-0010. Responses must be received within 15 days of publication of this notice.
