Description
IRS TEM RFI Introduction Letter IRS Telecommunications Expense Management Solution Request for Information (IRS TEM SFI) The purpose of this Request for Information (RFI) is to conduct market research and obtain rough order of magnitude (ROM) pricing and technical information regarding potential solutions for implementing a commercial off-the-shelf (COTS) telecom expense management (TEM) product. The IRS is primarily interested in a vendor-hosted business process outsourcing (BPO) model. The IRS is seeking information on a BPO TEM solution that will enable its telecom users to centrally manage telecom assets and expenses. The BPO model envisions associated hardware and software hosted by the vendor in a dedicated (not shared) environment with the TEM solution delivering its functionality to end users through an industry standard browser without the need to download and/or install any client applications on the users’ desktops. The IRS is requesting information on TEM solutions (products and/or services) that would provide telecommunications management capabilities such as: Contracts Management, Ordering and Provisioning, Inventory Management, Invoice and Dispute, Usage Management, and Reporting and Business Intelligence. The scope of the telecommunications services that the IRS is interested in managing include the following services that combine for an approximate $100M annual expenditure: Local Exchange Carrier (LEC) services, IRS-owned premise VoIP systems, Long Distance (LD) services, Calling Cards (CC) and Audio Conferencing Services (ACS), Video Teleconferencing Services (VTS), Federal Relay Service (FRS) and Video Relay Services (VRS), Wireless – Cell Phone service, Toll-Free Contact Center (TFCC) service, Electronic Fax (eFax) services, Voice Mail Service (VMS), and Enterprise Network service (specifically the Treasury Network - TNET)
