Description
PLEASE READ THE ENTIRE ANNOUNCEMENT TO ASCERTAIN WEBSITE ADDRESS TO DOWNLOAD PROJECT DOCUMENTS AND PROJECT DETAILS. This announcement does not constitute the solicitation. Electronic copies of the solicitation will be available to download on the National Business Center website (http://ideasec.nbc.gov) without further notice on or about October 31, 2011. In the solicitation the National Park Service (NPS) will request proposals for the Implementation of the Rocky Intertidal Protocol for the Northeast Temperate Network at Acadia National Park (ACAD), Boston Harbor Island National Recreation Area (BOHA) and the United States Fish and Wildlife Service (USFWS) Maine Coastal Islands National Wildlife Refuge (MCI) for the 2012 through 2016 field seasons. National Park managers are directed by federal law to know the status and trends in the condition of natural resources under their stewardship in order to fulfill the National Park Service (NPS) mission of conserving the scenery, and the natural and historic objects and wildlife in national parks unimpaired. In order to fulfill this mission, it is necessary to identify and understand changes in complex, variable and imperfectly understood natural systems and to provide insight into whether observed changes are within natural levels of variability or indicate excessive human influence. The Northeast Temperate Network (NETN) consists of 12 park units in 7 states. One of the long-term monitoring projects undertaken by NETN (and in collaboration with MCI) was rocky intertidal monitoring at ACAD, BOHA, and MCI. Monitoring protocol development began in 2007, and included establishment of 11 monitoring sites and data collection beginning in 2008 (note that only 9 of the sites are slated for regular monitoring). The protocol was completed in 2010, and now NETN and MCI are seeking a contractor with the expertise and capability to implement monitoring. Performance period will be for a base year with four option years. NAICS code 541712. The small business size standard is less than 500 employees. This solicitation is a small business set-aside. All responsible sources may submit an offer which shall be considered by the agency. This solicitation is a Best Value Request for Proposal and offers shall be evaluated on the responses to the following criteria in addition to price: Past performance; soundness of proposal; knowledge, skills and experience of key project personnel; and demonstrated ability to provide published reports or articles. Responses will be due approximately 30 days following issuance of solicitation.
