- RFI #VA-701-12-I-0008 REQUEST FOR INFORMATION VETERANS HEALTH ADMINISTRATION (VHA) Office of Informatics and Analytics (OIA) Emerging Health Technology INTRODUCTION: This sources sought notice is for market research purposes in accordance with the Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. This sources sought notice is a Request for Information (RFI) before the release of any resultant solicitation. This is not a request for a proposal and does not guarantee the release of any solicitation. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for an emerging health technology report for the Office of Informatics and Analytics (OIA). At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. BACKGROUND: The VA gathered data in a field evaluation of speech to text software in September 2011 from 8 participants in the subject user group. There is one feedback form for each participant which contains the following information: -Demographic information; -Technical configuration information; -Free form text answers to open-ended questions; -Likert scale answers to questions/statements; In addition to the feedback form, for each participant the following: -Time on task, expressed as minutes and seconds, for speed of data entry using both a keyboard and S2T input; -Accuracy measurements for correctness of data entered expressed as a count of minor errors, a count of major errors, and a count of corrected mistakes* The VA will electronically scan the completed participant feedback forms from the subject user group and will send to the contractor. The VA will perform an analysis of the "free form" text data, as well as of the participant comments in the face to face interviews. The VA will provide findings from the analysis to the contractor for inclusion in the report. After the contractor has received all evaluation information, a conference call will be conducted with the VA as an opportunity for review and clarification. OBJECTIVES: The contractor shall summarize the findings provided by the VA into the Point of Care report format, categorizing the results into performance value areas (e.g. clinician productivity, clinician satisfaction and such). The contractor shall include in the summary of findings all data cited above (i.e., Likert scale, free-form text, time in minutes and seconds, accuracy expressed as number of errors). The report shall include information on the three components defined in the Point of Care methodology as relevant to assessing information technology: clinician role, health care setting and tasks performed. Due to the one-on-one style of the evaluation and the relatively small number of participants, the findings shall be qualitative in nature (not quantitative). Therefore the tone of the written report shall reflect these qualitative findings and, for example, minimize the use of bar charts which are more suited for a quantitative evaluation style. SUBMITTAL INFORMATION: Interested parties shall furnish the following minimum information: 1.Company name and address; 2.Company point of contact name, telephone number and email address; 3.Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners; 4.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS; 5.Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work; and, 6. Past Experience. Brief summary of the company history relative to similar requirements. Offer may provide the following information on a maximum of three similar projects for which the responder was a prime or subcontractor: a.The name, address, and value of each project b.The Prime Contract Type, Firm Fixed-Price, or Time and Material c.The name, telephone and address of the owner of each project d.A description of each project and why it is relevant to this requirement. Include difficulties and successes e.Your company's role and services provided for each project. It is requested that the above information be provided no later than October 20, 2011 at 12:00PM EST. Responses should be emailed to Merrie Frost at Merrie.Frost@va.gov. All Email Correspondence for this project must reference the RFI Number, Project Identifier and Project Title in the subject line of the email. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this sources sought notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought notice.
