Description
Market Survey for : Mount, Mortar M170A1, 60mm, Mount, Mortar M177A1, 81mm, Bipod Assembly M191, 120mm The U. S. Army Contracting Command, New Jersey located at Picatinny Arsenal, NJ 07806- 5000, in support of the Project Manager Combat Ammunition Systems (PM-CAS) Picatinny Arsenal, NJ, is conducting a market survey to identify qualified sources capable of fabrication and delivery of the Mount, Mortar M170A1, 60mm, Mount, Mortar M177A1, 81mm, Bipod Assembly M191, 120mm. The 60mm, 81mm, and 120mm, Mount, Mortars/Bipod Assembly and spare parts are to be manufactured, assembled, inspected, packaged, and shipped in accordance with Government Technical Data Package (TDP) and applicable contract requirements. These items are composed of parts fabricated from Steel, Aluminum Alloy, Titanium, and Nylon-Kevlar. Interested contractors should demonstrate that they possess the experience and capability, or that they can obtain such, necessary to fabricate, assemble and inspect the required quantities of moderately complex Medium Sized Metal Parts and Nylon Composite materials that are the primary bipod components. The contractor shall possess the necessary equipment, personnel, facilities and tooling required to fabricate, inspect, and deliver these bipod assemblies at a high rate of production of up to 100 of each per month. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. The Basic contract shall be for a single award of a Firmed Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ), contract including a base award and four option periods. The estimated quantities for this effort for the Base Year are as follows: Mount, Mortar M170A1, 60mm QTY: 340 EA Mount, Mortar M177A1, 81mm QTY: 525 EA Bipod Assembly M191, 120mmQTY: 200 EA Estimated quantities for the option periods are as follows: 60mm 81mm 120mmOption Period I 30030075Option Period II15015075Option Period III15015075Option Period IV15015075 The anticipated contract will require the successful completion of First Article Testing. After a successful completion of all First Article requirements, lot acceptance will be invoked in accordance with applicable Quality Assurance Provisions (QAP), drawing and contract requirement.Respondents must demonstrate that they have the capability to hold tolerances of +/- 0.001, perform Magnetic Particle Inspection, Liquid Penetrant Inspection, and be capable of manufacturing and inspecting lead screws up to 8 inches long and measuring true position of thread pitch diameters for those screws. Respondents must demonstrate that they have experience in welding, specifically that they have understanding and capability to successfully perform the welding of Titanium parts. Manufacturing of complex items via lathe is necessary for fabrication of the internal components of the traversing mechanism and elevation mechanism of each bipod. Previous experience in fabrication of gears would be beneficial, but is not required.Interested companies should submit a summary that includes a brief description to include the following information: 1. Summary of Technical Capabilities; 2. Description of Facilities;3. Personnel;4. Manufacturing & Inspecting Capabilities Experiences; 5. Estimated Minimum and Maximum Monthly Production Capacities; 6. Description of their Quality Management System, including certification status; 7. Descriptions of items of similar complexity to mortar mounts or bipods previously manufactured;8. Past Government Contract Experience 9. Possible teaming/teaming arrangements. 10.Past experience with similar or like items in terms of material and complexity;11. S. Government. The Government does not imply an intention or opportunity to acquire funding to support current or future development efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this Market Survey. All information is to be submitted at no cost or obligation to the Government; information provided will not be returned.
