- Sources Sought for Sustainment and Depot Support Services for the AN/GSC-52A(V), AN/FSC-78C(V), AN/TSC-86C, E & F and AN/GSC-39C & D Fixed Satellite Communications Earth Terminals The US Army Product Director, Satellite Communications Systems, Fort Belvoir, VA, is issuing this Request for Information (RFI) to identify potential companies (sources) capable of, and interested in, providing technical assistance, post-production software maintenance, depot maintenance and supply services and engineering support for the family of modernized AN/GSC-52 (52 Mod) legacy SATCOM terminals including the AN/GSC-39C & D, AN/GSC -52A(V), AN/TSC-86C, E & F and AN/FSC-78C(V) terminals. This request is for planning purposes only; it is not a request for proposal. No solicitation exists at this time and there is no guarantee a formal solicitation will be issued by the Government as a result of responses to this RFI. The Government will not be liable for payment of any response preparation expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government is seeking information on companies with a comprehensive background in developing, integrating, installing and maintaining state-of-the-art Satellite Communications Earth Terminals. The Department of Defense (DoD) currently operates and maintains over 80 fixed and mobile Enterprise X Band Satellite Communications (SATCOM) Earth Terminals throughout the world. Since many of these terminals have been in service since the mid 1970's, there is a continuing need to provide comprehensive life-cycle support. Engineering services and support are also needed to maintain and support modifications of existing terminal subsystems including the AS-3199 Antenna High Altitude Electromagnetic Pulse (HEMP) conversion hardware, Anti-Scintillation (AS) Modem modification and integration into the 52 Mod family of terminals, maintenance and upgrade of support for Replacement Radio Frequency Interconnecting Subsystem (RRFIS), Frequency Conversion Subsystem (FCS), and Replacement Frequency Modulation Orderwire (RFMOW) integration efforts. These subsystems have been integrated into the existing 52 Mod family of terminals and will require continued support. Support also includes maintaining a Government accessible, automated, secure, web-based application for real-time accounting and transaction reporting of all government property and depot activity in the contractor's facility. The Government intends to modernize all fixed and transportable terminals and to integrate additional capabilities into these terminals as part of the Modernization of Enterprise Terminals (MET) Program. While the MET program will eventually replace all current legacy terminals, the existing terminals must be maintained and operationally available until December 2018 when they will all have been replaced. The Government is looking for information on qualified companies who are capable of providing comprehensive life-cycle support for the AN/GSC-52A, AN/FSC-78C(V), AN/GSC-39C and D, and AN/TSC-86C, E, and F terminals currently fielded to include engineering support, telephonic and on-site technical assistance, maintenance of the existing 52 Mod Control Monitor and Alarm (CMA) subsystem's Terminal Manager software, maintenance of the multi-system Interactive Electronic Technical Manual (IETM), depot maintenance and supply services, and other related engineering services. Companies capable of and interested in providing these services to the U.S. Army are invited to respond with a ten (10) page maximum White Paper detailing their ability to provide these life-cycle support services for the family of AN/GSC-52A legacy SATCOM terminals. The response must describe the company's capability and experience in providing depot level maintenance services, both in-plant and on-site, for SATCOM earth terminals, systems and subsystems and specifically indicate whether or not the experience includes the family of AN/GSC-52A legacy SATCOM terminals. The response must provide details of the company's experience in providing global depot supply support. The response must also detail the company's capabilities and experience in developing and/or maintaining SATCOM Terminal management software and IETMs. The response must also address how the company would provide engineering services, including AS Modem modification and integration into the 52 Mod family of terminals, maintenance and upgrade of support for RRFIS, FCS, and RFMOW integration efforts. Proprietary and/or competition sensitive information submitted in response to this RFI announcement shall be conspicuously marked so and will be protected as such by the Government recipient. All interested firms that possess the capabilities addressed herein are encouraged to respond to the RFI by providing the information specified within 14 days of this announcement.
