- PRESOLICITATION NOTICE CLASSIFICATION CODE: 66 SUBJECT: Horiba Jobin Yvon brand name or equal Fluoromax 4 with computer and filter holder SOLICITATION NUMBER: W81XWH-12-T-0012 RESPONSE DATE: 5:00pm EST, Friday, 21 October 2011 POINT OF CONTACT: Julie Burns, Contract Specialist, julie.l.burns@us.army.mil This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect from the Federal Acquistion Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). This is an Unrestricted Competition. The North American Industry Classification System (NAICS) code is 3345516. This requirement will be for a Firm Fixed Price type contract. The Period of Performance for this contract will be thirty (30) days after date of contract. Statement of Work (SOW): Background USAMRIID conducts basic and applied research on biological threats resulting in medical solutions to protect military service members. USAMRIID, an organization of the U.S. Army Medical Research and Materiel Command, is the lead medical research laboratory for the U.S. Biological Defense Research Program. The Institute plays a key role as the only laboratory in the Department of Defense (DoD) equipped to safely study highly hazardous infectious agents requiring maximum containment at biosafety level (BSL)-4. As the center of excellence for DoD medical biological defense research, USAMRIID's challenge is to maintain its world-class scientific and technology base while being responsive to its primary customer-the warfighter. Objectives To acquire one (1) Horiba Jobin Yvon-SPEX brand name or equal FluoroMax-4 Spectrofluometer with filter holder (set of 2 holders). Product Part no. Fluoromax-4C Brand Name: Horiba Jobin Yvon-SPEX or equal Product: FluoroMax-4 Spectrofluometer with Computer Quantity: 1 Part no. FM-2008 Brand Name: Horiba Jobin Yvon-SPEX or equal Product: FluoroMax-4 Compact Spectrofluometer Filter Holder (set of 2 holders) with filter holder inserts for 1 inch round filters Quantity: 1 Salient and Functional Characteristics of the Product 1. Non-Modular, tabletop construction 2. 150W vertically oriented ozone free Xe source (Required to supply uniform illumination and long term stability). Approximately 1200-1500 hours. 3. All reflecting optics to image light on to sample and entrance slit of emission spectrometer. Reflective optics (as opposed to lenses) remains in focus at all wavelengths and eliminate wavelength dependent chromatic aberrations. The result is an image at sample and slits that does not change with wavelength. This is most important for uniform illumination of micro samples. A major contributor to high sensitivity with narrow slits 4. Continuously adjustable slits operated under computer control. Ability to set any bandpass from 0.3 to 30nm. This is useful for reproducing experimental conditions or optimizing dynamic range and throughput. 5. Photon Counting electronics - the desired electronic detection method for low light level measurements (a major contributor to high sensitivity). Photon counting also provides a wide dynamic range (ability to measure strong and weak signals on the same scale). Photon counting also provides a high degree of baseline stability. 6. High sensitivity-capable of measuring s/n of 4000:1 (First Standard Deviation method) or 10,000:1 (using RMS method) or better on Raman of water with 5nm slits, 1 sec integration time, 1 nm step,excitating at 350nm, monitoring water band at 397nm and noise at 450nm. 7. Upgradeability to lifetime measurements for both fluorescence, using TCSPC, and phosphorescence using Multichannel Scaling. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about, Friday, October 2011 and will only be available until Friday, 21 October 2011. Specifications of the requirement are provided in solicitation: W81XWH-12-T-0012. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract.
