- In accordance with FAR 13.106-1(b)(1), the U.S. Environmental Protection Agency (EPA) Office of Air Quality Planning and Standards (OAQPS), Health and Environmental Impacts Division intends to award a sole source, fixed-price purchase order to MIG, Inc. (formerly Minnesota IMPLAN Group, Inc.) of 502 2nd Street, Suite 301, Hudson, WI., for two IMPLAN? (IMpact Analysis for PLANning) Economic Impact Modeling System Package Licenses with Advanced Technical Support. IMPLAN will be used to create complete, extremely detailed Social Accounting Matrices and Multiplier Models of local economies.Pursuant to FAR 6.301, Only one responsible source and no other supplies or services will satisfy Agency requirements, EPA has identified MIG, Inc is the only firm capable of satisfying the Government's requirement by providing a software tool capable of calculating economic impacts at the level of detail needed for EPA's analyses. IMPLAN is a system that combines both input-output data from several reputable sources such as (The Bureau of Labor Statistics, Department of Labor and Bureau of Economic Analysis, and The U.S. Census) using a complete economic assessment package. The package includes software tools, region-specific data, and an external hard drive, providing economic resolution from the National level down to the Zip Code level. The IMPLAN tool is a trademarked package used extensively in government, academia and the private sector which can calculate economic impacts including specifically, impacts on employment. MIG has not released the rights for the IMPLAN to any other software publisher or distributor. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. However, interested firms may identify their interest by submitting a capability statement that include 1) information on the proposed services and items which clearly support the requirements outlined above and; 2) provide itemized pricing that is sufficient to make a determination that competition is feasible. Responses to this notice must be made in writing within 15 calendar days of the date of publication of this notice (on or before October 31, 2011 at 3PM EST) to Beverly Barbour at Barbour.Beverly@epa.gov. No telephone of Faxed request will be honored. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures in conjunction with for FAR Part 12, Acquisition of Commercial Items and is expected not to exceed $100,000. The applicable NAICS Code for this procurement is 511210 with a Small Business Size Standard of $25 MIL. If no affirmative responses are received with 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with MIG Inc.
