- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THE GOVERNMENT INTENDS TO AWARD A MINIMUM OF NINE (3) INDIVIDUAL BPA CONTRACTS FOR CHILDCARE. This action is being solicited as a total small business set-aside. The solicitation number is [W90N0J11960104] and is issued as a Request for Quotes (RFQ), unless otherwise indicated herein. The associated North American Industrial Classification System (NAICS) code for this procurement is [624410] Only qualified offerors registered in CCR (www.ccr.gov) will be considered for this RFQ. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to provide Childcare in the State of Ohio. Period of performance is throughout the year from November 1, 2011 - September 30, 2012 with 4 additional option years. Contract Line Item Numbers (CLINs), and additional applicable clauses and provisions for this solicitation are identified in the attachment entitled RFQ. In accordance with 52.212-2, Evaluation--Commercial Items - The Government will award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical (ii) price (iii) past performance Technical and past performance, when combined, is more important than price. The submitted quote must take into consideration all of the requirements that are as follows: 1. Period: November 1, 2011 - 30 September, 2012 + 4 possible additional option years a. Base Year: November 1, 2011 - 30 September 2012 b. Option Year 1 - October 1, 2012 - September 30, 2013 c. Option Year 2 - October 1, 2013 - September 30, 2014 d. Option Year 3 - October 1, 2014 - September 30, 2015 e. Option Year 4 - October 1, 2015 - September 30, 2016 The submitted quotes MUST provide pricing for the base year and pricing of each option year thereafter. f. Caregivers must be available Saturday and Sunday with a two hour break each day. Times will vary and are subject to change. 2. Dates and Location: a. Childcare vendor must be able to provide services at an offsite location TBD at each event venue location. The locations will be throughout the State of Ohio. 3. Indicate # of personnel for childcare: (a) # of children ages 0-5, with a ratio of 5 children to 1 caregiver. (2) # of children ages 6-12, with a ratio of 6 children to 1 caregiver. (3) # of children ages 13-17 with a ratio of 8 children per 1 caregiver. b. Childcare vendor must be able to provide services at an offsite location, TBD by event venue location. c. Childcare vendor must indicate equipment necessary on initial proposal of services that is to be provided to them by the Yellow Ribbon Reintegration program. d. Childcare vendor must provide on-site point of contact that will be attending the event to the appropriate Yellow Ribbon Support Specialist for Childcare Services no later than 7 days prior to event date. This on-site POC must be in attendance the entirety of the day or provide an additional qualified and trained point of contact for the additional event hours. Each point of contact should be identified and introduced to the Yellow Ribbon staff. e. Childcare vendor must provide all necessary certifications for each employee for a National Background check. If Vendor operates solely in the state of Ohio they will need to provide the state of Ohio background check through the Ohio Department of Job & Family Services. Childcare vendor must provide a list of each employee working the event and the date of their most current background check. This information must be provided when submitting the proposal and to the Yellow Ribbon Support Specialist for Childcare Services no later than 7 days prior to each event. f. At least one staff member per childcare room must be CPR and First Aid Certified and be able to show proof of certifications. This information must be provided when submitting the proposal and to the Yellow Ribbon Support Specialist for Childcare Services no later than 7 days prior to each event. g. Childcare vendor must provide proof of Liability Insurance protection in case of injury or incidentals. h. Provide age-appropriate activities for children as well as help facilitate the 2-hour activity session led by the Ohio National Guard State Youth Program. Contracted vendor will be required to help Youth Program conduct activities and participate in the two hour session as support staff. Age appropriate activities and agenda must be provided to the Yellow Ribbon staff NLT 7 days prior to event for approval. i. Childcare vendor must bring necessary supplies, such as blankets, changing stations, toys, games, etc. and is responsible for transporting materials to event venue location. Games and toys must be age appropriate and toy supply must be suitable for the number of children in attendance. j. Childcare vendor must include company safety and child accountability procedures. Vendor must establish check-in/check-out procedures and supply written documentation of each child in attendance. Check-in/Check-out procedures must include name badges and wristbands for easy identification and accountability of youth. All childcare staff must be trained on safety and accountability procedures prior to the event. (i.e. morning huddle) Documentation of child attendance must be provided to the appropriate Yellow Ribbon Support Specialist for Childcare Services 7 days prior to each event. k. Childcare vendor must provide child-friendly snacks available throughout the duration of the event. l. Childcare vendor must preset each room with supplies and activities prior to arrival of youth. Each room must have a lead staff member identified and the room must be set up in a welcoming and age appropriate manner to help encourage both parents and youth to participate without hesitation. m. All childcare providers must be dressed professionally in attire that is easily recognizable as staff members. (i.e. matching company shirts)
