Description
Request for Information (Sources Sought Notice) -DOL111RI20437- DESIGN AND ANALYTICAL SUPPORT FOR RESEARCH AND EVALUATION ACTIVITIES The U.S. Department of Labor is seeking qualified contractors that can provide design and analytical support for research and evaluation activities undertaken by the Employment and Training Administration's (ETA). We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please provide a list of all programs and description of design and analytical support for research and evaluation activities to demonstrate how the firm meets the criteria. The proposed acquisition will be classified under the North American Industry Classification System (NAICS) Code 541611, and the Small Business Standard is $7 million. ETA is advancing its goal-to inform the development of workforce policies and investments and support the continuous improvement of the public workforce investment system-by analyzing, formulating, and recommending legislative changes and options for policy initiatives. Through this Request for Information, ETA seeks sources to address strategic methods and approaches that improve performance and outcomes through research, demonstrations, and the evaluation of major ETA programs and initiatives. These methods and approaches can be related to existing workforce programs, the exploration of new initiatives, and policy analysis related to both. ETA research and evaluations cover a wide range of topics related to the public workforce investment system and unemployment insurance. The public workforce investment system includes youth services, adult and dislocated worker services, foreign labor certification programs, trade adjustment assistance, national responses for emergencies that affect employment and worker dislocation, apprenticeship programs, Job Corps, and other programs and services funded by ETA. These employment and training services and activities also may include collaboration with other federal agencies, such as the Departments of Education, and Health and Human Services, among others. The contractor will be responsible for carrying out research and evaluation activities and delivering a variety of related products on topics relevant to the public workforce investment system and unemployment insurance. Activities undertaken as part of this contract include, but are not limited to, developing research and/or evaluation designs, developing data collection instruments and conducting data collection activities, conducting data and statistical analyses, developing reports, developing public-use and restricted-use datasets, convening meetings, and providing briefings to executive-level federal and other staff. For evaluations, the contractor must be able to develop and implement appropriate, rigorous, and feasible designs based on the type of initiatives that will be evaluated, prepare reports, and brief federal and other staff on the findings. For other research, the contractor must be able to conduct appropriate statistical analysis and other applied research to complete deliverables. All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are the primary contractor's demonstrated experience with the following: (1) Serving as the lead author for developing the design report for each type of analysis: (a) implementation study; (b) outcomes study; (c) random assignment impacts study; (d) quasi-experimental impacts study; (e) cost-benefit analysis; (f) applied research and statistical analysis; (2) Exclusively designing and coding a management information system tailored for research or evaluation to track participants and obtain individual-level data; (3) Collecting individual-level data of wage and other administrative data from state agencies, including entering into data sharing agreements with state agencies within the past ten years; (4) Obtaining other relevant datasets from various sources, such as local workforce investment boards, state agencies, or other federal departments and agencies beyond the Department of Labor and ETA; (5) Conducting site selection where appropriate; developing site visit protocols; training staff; conducting site visits, including meeting with key partners and others engaged in the development, implementation, and operation of the initiative; and summarizing findings; (6) Designing, conducting, and summarizing focus group discussions; (7) Exclusively designing a survey, including computer-assisted telephone interviews (CATI) survey, as well as utilizing other survey modes; (8) Providing pre-testing and in-house administration of a survey to a minimum of 5,000 respondents, with a minimum of 80 percent response rate; (9) Developing protocols and administering random assignment as part of an impact evaluation; (10) Developing documents to support the Paperwork Reduction Act clearance process with the Office of Management and Budget for conducting surveys or other data collection activities; (11) Obtaining appropriate reviews and approvals for the handling and securing of all types of data used in the context of a research and/or evaluation project, including in the development of public-use and restricted-use datasets (12) Serving as the lead author for analyzing data and developing draft reports for ETA review and comment, and final reports suitable for both policy and practitioner audiences, for each type of analysis: (a) implementation study; (b) outcomes study; (c) random assignment impacts study; (d) quasi-experimental impacts study; (e) cost-benefit analysis; (f) applied research and statistical analysis; (13) Developing public-use and restricted-use datasets following applied protocols; (14) Serving as the primary or lead presenter on findings from the study, with presentations utilizing a variety of modes (e.g., in-person, webinar, panel, conference session, podcast, phone conference, etc.) for executive-level federal staff and other key audiences; (15) Undertaking and managing several medium to large scale research and evaluation efforts (as described in factors 1 - 14 above) simultaneously through the application of existing staff; (16) Publishing peer reviewed articles, research, and evaluation reports; and (17) Enlisting consultants who are recognized experts; and conducting peer review panels. All interested parties are invited to submit a capabilities statement, to Marsha G. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL.
