Description
Justification for Other than Full and Open Competition RFQ# - HSCG23-12-Q-PLT001 Description: Depot & Arsenal Executive Leadership Program (DAELP) This acquisition is being issued in accordance with FAR Subpart 13. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Request for Quotation number is HSCG23-12-Q-PLT001. This solicitation documents and incorporates provisions and clauses that are in effect through FAC 2005-48 (January 31, 2011). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code for this solicitation is 611430. The Coast Guard intends to award a contract to the Institute for Defense and Business. It is the Government's belief that only the Institute for Defense and Business offers the required executive-level training required for operating a military/government depot. Substitute trainings are not acceptable. However, all responsible sources may submit an offer which will be considered by the Agency. This synopsis/solicitation is for the following course: Institute for Defense and Business' Depot & Arsenal Executive Leadership Program (DAELP) delivered in partnership with the University of North Carolina Kenan-Flagler Business School. The following FAR provisions and clauses are applicable to this procurement: 52.203-6 - Restrictions on Subcontractor Sales to the Government; 52.212-1 (Jun 2008), Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I (Jun 2008), Offeror Representations and Certifications. Certification and Representations shall be submitted via ORCA website at https://orca.bpn.gov/publicsearch.aspx Commercial Items; 52.204-7 Central Contractor Registration (Apr 2008); 52.212-4 Contract Terms and Conditions - Commercial Items (Oct 2008); 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2011). The following clauses are applicable to this solicitation: 52.222-3 Convict Labor (Jun 2003); 52.222-19 Child Labor-Cooperation with Authorities and Remedies (Feb 2008); 52.222-21, Prohibition of Segregated Facilities (Feb 1999); 52.222-26, Equal Opportunity (Mar 2007); 52.222-36, Affirmative Action for Workers with Disabilities (Oct 2010); FAR 52.222-50 Combating Trafficking in Persons (Feb 2009); FAR 52.225-1, Buy American Act-Supplies (Feb 2009) (41 USC 10a-10d); 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registration (Oct 2003), 52.233-3 Protest After Award (Aug 1996); 52.233-4 Applicable law for Breach of Contract Claim (Oct 2004); 52-247.34 - FOB Destination; 52.249-1 Termination for convenience of the Government (Fixed price) (Short Form) (Apr 1984); 52.252-2 Clauses incorporated by reference (Feb 1998); and 52.252-6 Authorized Deviations in Clauses (Apr 1984); HSAR 3052.247-72 - F.O.B. destination only. Proposal shall include the pricing for each course listed in this synopsis/solicitation. All clauses will be incorporated by reference in the order. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. All quotes shall include price(s), a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate Delivery time frame. 52.212-2, Evaluation - Commercial Items (JAN 1999) is applicable to this procurement. This is a lowest price technically acceptable (LPTA) solicitation. The evaluation factors, in descending order of importance, are: 1. Acceptability: To determine acceptability the Government will evaluate each vendor's ability to provide the specific course requirement listed above. Substitutes will not be accepted. 2. Lowest Price: The Government will evaluate the total overall price to determine accuracy, completeness, and reasonableness. To be considered, all quotes must be received by the Contract Specialist, Tracey Harriot, via email at tracey.harriot@uscg.mil no later than 1:00 PM (Eastern Time) on October 19, 2011.
