- This is not a solicitation, but a survey to locate potential sources capable of furnishing a solution to meet the needs described in this notice. Within the Commodity Futures Trading Commission ("CFTC" or "Commission"), the Office of Data and Technology provides support to the Commission's Division of Enforcement in the area of electronic evidence collection and analysis. This includes interacting with cell phones and mobile devices both in the field and in the lab. To enhance this function, the Commission is seeking a comprehensive solution (i.e., a device) for extracting data from cell phones and mobile devices. Since the device will be used in the field, CFTC prefers a standalone solution that does not require a PC, software or associated drivers. Entities whose solution requires a PC (i.e., laptop) may still respond to this notice. Some of the related products that CFTC currently uses include, but are not limited to, AccessData MPE+, iXAM Forensic, and BlackLight. These products have specific uses for specific model devices. It is anticipated that these existing tools would complement the comprehensive solution CFTC is seeking. CFTC is seeking one or more sources that offer a solution which meets or exceeds the following capabilities: 1. Portable hardware-based unit with cable kit for all supported devices. 2. Does not require a PC, software, or associated software drivers to use for field activity. 3. Supports logical and physical extraction for smart phone and similar devices including iPhone, iPad, iPod, Blackberry, as well as Android and Windows Mobile based devices. 4. Deleted artifact extraction capability. 5. Physical device extraction capability. 6. Physical device extraction analysis capability. 7. Unicode support. 8. SIM clone facility. CFTC encourages sources that can offer a solution meeting or exceeding the capabilities identified above to respond to this notice. Entities that have a solution which requires the use of a PC are also invited to respond to this notice. Information furnished should demonstrate the ability to meet or exceed the capabilities stated above and should include: 1. A description of the potential solution, including the extent to which it meets or exceeds the capabilities described above. 2. Supporting technical literature that describes the capabilities of the solution. 3. A list of up to five clients that use the product. Include the email and phone number of an individual from each reference organization that can discuss the technical performance of the solution. 4. Sample license and maintenance agreements for the solution, if applicable. 5. Pricing for the base solution and available optional features, if applicable. Please also furnish pricing for an annual maintenance program. This synopsis is for information and planning purposes, and the Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses. All responses shall be submitted via email to the Contracting Officer identified in this notice.
