- NASA Goddard Space Flight Center (GSFC) posted a request for information (RFI) onMay 23, 2011, Solicitation Number: RFI-2011NCCS and Reference Number: 2011NCCS, foridentifying potential sources for specialized high-end computing support services to theSciences Directorate. This is a follow-on acquisition to the NASA Center for ClimateSimulation (NCCS) procurements.This RFI reflects changes to the RFI-2011NCCS posting.The first of the changes is tothe NAICS Code from 541712 Research and Development in the Physical, Engineering, andLife Sciences (except Biotechnology), to 541513 Computer Facilities ManagementServices. Another change is to the title of the follow-on procurement to Computationaland Information Science and Technology Office Scientific Computing and TechnicalServices (CISTO-SCTS).The draft Statement of Work (SOW) has been expanded from theprevious release to include administrative and resource analyst support to CISTO; Scienceand Engineering Network (SEN) support, user liaisons and communications; support foradvanced data publications, analysis, and visualization; and purchasing of IT productsfor CISTO. The additional content may be support currently provided under differentcontracts and may be issued under this procurement as deemed necessary, not necessarilyat the start of the contract awarded under this procurement. The revised draft SOW isprovided as a point of reference.As a result of the change of the NAICS code, NASA GSFC is hereby soliciting informationabout potential sources for specialized high-end computing support services to theSciences Directorate. The NASA Center for Climate Simulation (NCCS) provides highperformance compute, storage, network, and data distribution services in support ofscience at GSFC. Among the requirements for these support services are high performancecomputing system architecture and design; acquisition, integration, and acceptancesupport; system administration services for high end computers, storage, and archive;data management services designed around the effective analysis and dissemination oflarge data sets; user services and help desk for level 1 and 2 tickets; applicationservices to include migration, porting, tuning, optimizations, and parallelization; andsecurity and network management. The support services for this effort include, but are not limited to, the following:System architecture and designAdvanced planning and test bedAcquisition servicesIntegration servicesAcceptance testingSystem administration of clustersSystem administration of the data portalSystem administration of the archiveNetwork system administrationNIST FISMA based IT SecurityInfrastructure, including facilities managementHelp desk; Level 1 and 2 ticket responsesDocumentation and website managementApplication support to include migrations, porting, tuning, optimization, andparallelizationSoftware engineering, application development, and operational support for datamanagement services (DMS) and Earth System Grid (ESG) servicesSoftware engineering support and development for cloud computing (CC) services designed to support large scale data analytics and high performance computingDevelopment of data services to publish and facilitate the utilization of climatefor risk mitigation and adaptationINTERESTED OFFERORS WHOM ALREADY SUBMITTED CAPABILITY STATEMENTS IN RESPONSE TORFI-2011NCCS POSTED ON MAY 23, 2011, NEED NOT SUBMIT AGAIN.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sites forthe release of any synopsis or solicitation.Should this Request For Information (RFI) result in a Request For Proposal, a singleaward, cost plus fixed fee / indefinite-delivery indefinite-quantity contract with a five(5) year period of performance is anticipated.Interested offerors/vendors having the required specialized capabilities to meet theabove requirement should submit a capability statement of ten (10) pages or lessindicating the ability to perform all aspects of the effort described herein. Responses to this RFI must include the following: name and address of firm, size ofbusiness, average annual revenue for past three (3) years and number of employees;ownership; business size standard, such as, large, small, small disadvantaged, 8(a),HUBZone, Service Disabled Veteran Owned Small Business (SD-VOSB), Veteran Owned SmallBusiness (VOSB) and/or Women-Owned; number of years in business; affiliate information;parent company, joint venture partners, potential teaming partners, prime contractor (ifpotential sub) or subcontractors (if potential prime); list of customers covering thepast five (5) years (highlight the relevant work performed, contract numbers, contracttype, dollar value of each procurement; and point of contact address and phone number).Responses to this RFI must be submitted no later than 12:00pm Eastern Standard Time(EST), October 28, 2011.NASA is seeking capabilities from all categories of small business for the purpose ofdetermining the appropriate level of competition and/or small business subcontractinggoals for this requirement.The Government reserves the right to consider a small business or 8(a) set-aside businessbased on responses hereto. All responses shall be submitted to Keith Long via email nolater than October 26, 2011. Please reference 2011CISTO-SCTS in any response. This RFI is for information and planning purposes and is not to be construed as acommitment by the Government, nor will the Government pay for information requested.Respondents will not be notified of the results of the evaluation.
