- Service: Sources Sought to perform Monitoring, Analysis and Assessment Services on an Electricity Generation Project This is a Sources Sought announcement for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified contractors may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The capability statements received will be used to help determine The Bureau of Reclamation's (Reclamation) overall procurement strategy. Reclamation has a requirement for an independent analysis and assessment of the effectiveness of current marketing and use of power strategies employed by Reclamation and parties involved in the Navajo Project. The Navajo Project's primary features are the Navajo Generating Station (NGS) located near Page, Arizona and the Western and Southern Navajo 500 kV transmission systems. Electrical power generated from NGS serves the pumping requirements of the Central Arizona Project and any surplus power remaining is marketed. The services sought will require a professional understanding of power marketing and related aspects. Work will include analyzing each and every sales/exchange/shaping transaction and reviewing operating procedures for scheduling, balancing (ramping, regulation, reserves, plant and pumping curtailments), pump shaping, finance management loss accounting, and transmission management. These services will be required for approximately one and one half years beginning January 1, 2012. It is unlikely that this work would require a lot of traveling, except for the occasional visit to Reclamation's Boulder City office. The primary objective is for Reclamation to obtain an unbiased assessment on how the Navajo Project is currently being managed, particularly with respect to our effectiveness in maximizing surplus power availability and revenue. Also the assessment shall document any potential improvements. The assessment requires data gathering from many sources including Reclamation, Central Arizona Water Conservation District, Western Area Power Administration (Western), Arizona Electric Power Cooperative, Southwest Transco, ACES Power Marketing, and others. A methodology for monitoring, analysis and assessment must be developed and approved addressing how data will be compiled and managed. Monthly monitoring and status reports will also be required and include recommendations for improvement when observed. Also required will be a final comprehensive report with supporting documentation and at least two formal presentations effectively communicating findings and recommendations. Responsible sources are welcome to submit a capability statement on or before 12:00 P.M. November 1, 2011. Submittals will be reviewed and considered by Reclamation during the solicitation planning process. Firms should identify whether or not they are a small business or other than small business in accordance with the size standard for (NAICS) Code 541330 (Engineering Services). The size standard is $4.5 Million. Firms may also provide recommendation for use of an alternate NAICS code.
