Description
The government is in the process of implementing the Future ICBM Sustainment Acquisition Construct (FISAC) which will provide the sustainment support to the MM III currently provided by the ICBM Prime Integrated Contract (IPIC)--contract number F42610-98-C-0001. The Partial Bridge Contract will modify the IPIC to provide sustainment support from 30 September 2012 until the award of the FISAC contracts. Sustainment support includes systems engineering, sustaining engineering, and program management support. The Partial Bridge Contract will also provide knowledge transfer from the incumbent contractor, Northrop Grumman Mission Systems (NGMS), to FISAC awardees. The estimated award date for the partial bridge is Sep 2012 and the contract period of performance will be 1 Oct 2012 through 30 Sep 2013 (one-year basic) plus two one-year option periods. Market research has identified only one responsible source that can provide the highly specialized capabilities and qualifications--skills and expertise that cannot be replicated within required timelines. As such, the government intends to award this contract as a sole source to NGMS under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B), Only One Responsible Source, Unacceptable Delays. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested, responsible sources should submit a concise and program specific response presenting sufficient information to substantiate that they have (1) the necessary knowledge and understanding of the requirements; (2) facilities and employees with satisfactory qualifications; and appropriate management, and engineering experience with the current ICBM and/or similar ICBM program domain systems engineering; and (3) can provide the service within the time periods specified. Foreign participation is not permitted at the prime contractor level.
