REQUEST FOR INFORMATION REQUEST FOR INFORMATION ONLY (THIS IS NOT A REQUIREMENT) DLA Troop Support's Hospital Equipment Division of the Medical Supplier Operations Directorate is seeking information from industry regarding a Field Hospital Bed. To date the services has established essential characteristics and/or system attributes which are outlined below as a set of minimum requirements for the bed described in this Request for Information (RFI). Note : It is imperative that all RFI respondents indicate whether or not the considered bed is either compliant, noncompliant or has an alternative equivalent for each essential characteristics and/or system attribute as outlined in this RFI. If the considered bed does not meet one or more of the essential characteristics and/or system attributes, identify and describe the deficiency and if possible provide an alternative equivalent. The purpose of this RFI is to assess the commercial industry's ability and or capabilities to provide a Field Hospital Bed. The response to the structured essential characteristics listed below will provide DLA Troop Support with the desired information. Respondents are encouraged to provide any additional information that verifies compliance with any of the Essential Characteristics stated below including testing results and/or certificates of compliance. Any information provided in response to this RFI will be considered and treated as unrestricted information which can be used by the Government in any future planning or acquisitions. DLA Troop Support does not anticipate awarding a contract in response to this RFI. All information comments and suggestions determined to be beneficial to DLA may be incorporated into future acquisition documents, including solicitations or contracts, without identifying the source or obtaining prior approval from the source. The Government shall not be responsible or liable for any costs incurred by any party in the preparation and submission of any response to this RFI. Essential Characteristics - ECs ---Hospital Bed EC 1 - FDA requirements - Manufacturer shall be properly registered and listed with FDA and comply with general GMP requirements referenced in 21 CFR 880.5120 for manually adjustable hospital beds. EC 2 - Assembly and Maintenance. Bed and components shall be designed for ease of use and minimal operator time/intervention, as follows: a. Bed shall be safe and easy to set up, adjust and disassemble by one person in five minutes or less without requiring the use of tools. b. Bed shall be capable of being carried while folded without the person carrying it having to hold it closed. c. Hinges and other components shall be designed to prevent pinch point or other injuries during bed set-up, takedown, and transport. d. No routine maintenance other than cleaning shall be required for any components. EC 3 - Bed Materials - Bed Materials and components shall be designed with the following characteristics for field use: a. Designed for long-term storage and use (including set-up and takedown) at both extreme high and low temperatures (-25 to 160 ⁰ F) and high humidity. Bed set-up and use, including dropping the folded bed and placement of patient into the bed, will be evaluated at 0 ⁰ F to 160 ⁰ F. b. Bed weight capacity shall be at least 400 pounds and the bed shall not move excessively when a 225 pound person moves on it. c. All bed components shall be corrosion resistant, cleanable with standard hospital cleaning materials, and withstand military decontamination procedures without damage or staining. d. Color of bed frame, fabric, and other materials is not specified but a dark matte color such as olive drab is preferred. EC 4 - Mattress Requirements - Bed shall have a mattress with the following features: a. Replaceable and not permanently attached to the bed frame. b. Minimum of 3 inches thick (as used by patient) c. Capable of being rolled into a compact package. d. Securable to the bed so as to remain in position without slippage through patient movement (including getting in and out of bed) and transfer. e. Self inflating (if an air mattress is used). Repair instructions for any inflatable mattress used shall be provided with proposal; repair capability will be tested with a stick from an IV needle or scissors point during evaluation. f. Made from material that is stain resistant, water repellent, waterproof, cleanable and decontaminable with standard hospital disinfectants, and flame resistant (meets 16 CFR 1633 for flammability resistance). Offeror shall provide specifications for material used. EC 5 - Patient Comfort and Pressure Sore Prevention - Bed and mattress shall be designed and manufactured for patient comfort and prevention of pressure sores by preventing patient contact with bars, pipes, or other hard components of the bed over the full area of the mattress, even during prolonged use. EC 6 - Bed Area and Height - Bed open dimensions shall be 80 ± 3 inches long x 30 ± 3 inches wide and 28 ± 2.5 inches high. Bed shall have no physical impediments to taller people stretching beyond the foot of the bed with the mattress installed. Beds that adjust to lower heights are acceptable. EC 7 - Bed Rails. Bed shall include rails to be provided by the bed manufacturer with the following features: a. Rail length approximately half length of bed, mountable on both sides of bed b. Rail height at least 4" above mattress. c. Rail easily removable (T) or retractable (O) without requiring tools d. Rail shall have sufficient strength and stability for use by patient to assist in sitting up or moving on the bed, such as to sit with feet dangling from the bed EC 8 - Intravenous (IV) Fluid Poles - Bed shall have IV post mounts meeting the following requirements a. Shall have pole mount on each corner of bed b. IV poles shall be easily deployed for use, and retracted or removed without tools. c. Posts and mounting provided shall support medical equipment attached by pole clamp weighing up to 15 pounds. d. Poles from existing military hospital bed and litter shall be useable. EC 9 - Swing-Out Tray - Bed shall have a removable or retractable swing-out dressing change or meal tray. Tray shall be at least 100 square inches (T), 200 square inches (O). EC 10 - Storage - Bed shall have a detachable cloth or mesh fabric shelf under the bed for storage of patient items. EC 11 - Nameplate and Chart Holders - Bed shall be equipped with holders for a patient nameplate and a medical chart. EC 12 - Storage and Transport. a. Bed shall fold for storage and transport with mattress to no more than 10 cubic feet (T), 6 Cubic feet (O). For ease of carrying, the bed shall fold lengthwise so that no folded dimension is greater than 42 inches. b. Design and packaging shall be suitable for use and storage in severe conditions characteristic of worldwide military deployment. These include temperature extremes, rough treatment, exposure to rain and high dust conditions, to include combinations of dust and high temperature. EC 13 - Bed Feet - Wheels or casters for the bed are not desired. Feet of the bed shall not damage floors, including floors of cloth tents, during normal use. Legs shall be adjustable for uneven surfaces. EC 14 - Adjustability - Head shall be capable of being raised in increments to 40 degrees (T), 50 degrees (O) from horizontal and foot 20 degrees (T), 30 degrees (O) horizontal. Bed shall safely support the weight applied by bed occupant during use in these positions. EC 15 - Bed Weight - Weight of the bed shall not exceed 60 pounds (T) 45 pounds (O), with mattress and rails, but without other removable accessories. ********THE RESPONSE DATE IS ON OR BEFORE NOVEMBER 18, 2011********
