- Proposed solicitation, SPM7M212R0003 is for NSN 2040-00-07-4197, a Fender, Marine. Solicitation will be for a total quantity of 579 each with 213 each to be shipped to Tracy CA 95304-5000 and 366 each to be shipped to New Cumberland PA, 17070-5002, FOB destination, inspection and acceptance at source/origin, 100% set aside for small business, to be awarded on a firm fixed price contract. First Article Test is required. If first article testing is not waived, one unit is to be submitted for testing within 60 days. The total quantity is to be delivered in 285 days if first article testing is required. Delivery will be reduced to 180 days if offeror is waived for first article testing. A 100% option will be included which may or may not be exercised within the delivery period minus 14 days. To be manufactured I/A/W DRAWING NR 03950 2040008074197 BASIC AMEND NR 3 DTD 02/18/87. The small business size is 500 employees. The drawings/specifications will be available through the DIBBS solicitation link in the synopsis on the solicitation issue date. Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Product Lists, Military Handbooks, and other standardization documents from the DOD Single Stock Point (DODSSP), in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST database via the Internet at http://assist.daps.mil. Users may search for documents using the ASSIST-Quick Search and, in most cases, download the documents directly via the Internet using standard browser software. Documents not available for downloading from ASSIST can be ordered from the DODSSP using the ASSIST Shopping Wizard, after establishing a DODSSP Customer Account by following the registration procedures or by phoning the DODSSP Special Assistance Desk at (215) 697-2179 (DSN: 442-2179). Users not having access to the Internet may contact the DODSSP Special Assistance Desk at (215) 697-2179 (DSN: 442-2179) or mail requests to the DODSSP, Bldg. 4/D, 700 Robbins Avenue, Philadelphia, PA 19111-5094. Patterns, Drawings, Deviations Lists, Purchase Descriptions, etc., are not stocked at the DODSSP. All responsible sources may submit an offer which shall be considered. Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. One or more of the items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. This solicitation will be made available on its issue date of 04 November 2011, at HTTPS://WWW.DIBBS.BSM.DLA.MIL/. PLEASE NOTE; THE SOLICITATION WILL NOT BE AVAILABLE UNTIL THE ISSUE DATE. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307." A written offer is required and is to be returned to the Bid Room at Defense Supply Center Columbus, PO Box 3990, Columbus OH 43218-3990, or can be faxed to 614-692-4275. Submission of proposal by electronic commerce (e-mail) is allowed. E-mailed proposals shall not be transmitted directly to the contractingofficer. Submitt e-mailed proposals to the Bid and Abstract Room at:ContractorProposalDLALandandMaritime@dla.mil. Emailedproposals cannot exceed 15 MB. NO OFFERS SHOULD BE EMAILED OR FAXED TO THE BUYER.
