- Past Performance Survey: In evaluating Contractors past performance, the government intends to also review U.S. Coast Guard Contractor Performance Assessment Reports and other existing past performance ratings on relevant contracts. General trends in a Contractor's performance will also be considered. Federal Acquisition Regulation (FAR) Clauses and Department of Labor Wage Rates for Services are included in this RFQ and are applicable. SOW FOR MTU PROJECT MANAGER This is a combined synopsis/solicitation for one (1) Onsite Original Equipment Manufacturer Certified Project Manager/Technician. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. DESCRIPTION OF WORK: (a) The Contractor shall furnish all necessary labor, material, services, and such other things as are necessary, except as otherwise specified, to provide Project Management Services in accordance with this solicitation and attached Statement of Work. (b) Failure to read the Statement of Work in their entirety will not relieve the quoter from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the quoter's risk. ALL CONTRACTORS ARE RESPONSIBLE FOR VERIFYING THE RECEIPT OF THEIR QUOTES/PROPOSALS. Each quoter shall furnish the information required by the solicitation. Quoter shall provide their DUNS number with their quote. PRICING DATA: Cost to perform the services required in the Statement of Work shall be indicated separately for Labor Hours; Labor Rate of pay; Extended Labor Cost; Travel Cost and any additional fees the Contractor will assess the Government for performance under a subsequent Contract. AWARD CRITERIA The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor I - Certification Factor II - Technical Approach Sub-factor 1: Understanding of the Requirement Sub-factor 2: Corporate Experience Sub-factor 3: Performance Plan Factor III- Past Performance Factor IV - Price The importance of the Non-Price Evaluation Factors is in the above descending order with the most important factor listed first: Factor I "Certification", Factor II "Technical Approach", Factor III "Past Performance", Factor IV "Price". However, as offerors ratings for the non-price factors approach equality, Factor IV "Price" becomes significantly more important in the award decision.
