Description
PURPOSE: This RFI is an effort to conduct market research for use in formulating an acquisition plan/strategy to obtain essential contractor services for operational technical, logistical, and programmatic support of CAOCL mission requirements. Principal operations will occur at Marine Corps Bases at Quantico, VA, Camp Lejeune, NC, Camp Pendleton, CA, Twenty-nine Palms, CA, Okinawa Japan and Kaneohe Bay, HI, with the majority of support requirements occurring on-site aboard the installations. The contractor shall provide some off-site support including hosting meetings and conferences when government facilities are not available, as well as to maintain infrastructure to support personnel operations from multiple locations. Additional work locations may include Marine Corps Mountain Warfare Training Center, Bridgeport, CA; MCB ™s at Cherry Point, NC; Yuma, AZ, Iwakuni, Japan, Beaufort, SC, Miramar, CA; Fort Story, VA; Marine Barracks Washington D.C.; Marine Corps Security Force locations at various naval bases worldwide; the headquarters and subordinate headquarters locations of the Marine Corps component to the Geographic Combatant Commanders. CAOCL prepares Marines for overseas deployments through educational programs such as the Regional Culture and Language Familiarization Program as well as providing operationally relevant regional culture and language knowledge in support of Marines deploying throughout the world with a primary focus, today, on deployments in support of OPERATION ENDURING FREEDOM. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. The qualifying NAICS code for this effort is 611710. BACKGROUND: The Marine Corps ™ Culture and Language Center of Excellence, the Center for Advanced Operational Culture Learning (CAOCL) ensures Marines are equipped with operationally relevant regional culture and language knowledge to support effective planning and operations in the Joint and combined expeditionary environment. CAOCL is chartered under DoD Directive 5160.70 under the Marine Corps Training and Education Command (TECOM). CAOCL staff executes pre-deployment training programs (PTPs), operationally focused programs in individual training, and conduct Professional Military Education (PME), based upon mission scenarios and identified needs, reflecting current and likely contingencies. CORE OBJECTIVES TO BE ACCOMPLISHED 1.Provide professionally delivered and effective culture and language training and education instructional and program support as needed for all six Geographic Combatant Commander Areas of Responsibility where Marines may deploy in support of operations, exercises and other similar missions. 2.Provide Highly Qualified Experts (HQEs) in both country specific and regional cultural knowledge, who have native-level language skills and a keen understanding of the population and military cultures of their areas, and can incorporate operationally relevant knowledge into training and education programs for Marines at all levels of maturity, grade and responsibility. 3.Provide cultural and language HQEs who can serve as cultural advisors to Commanders from the battalion up to the Marine Expeditionary Force level at both home station and deployed areas of operations. Contractor support may require deployment for up to a year at a time. 4.Provide policy, planning, task and operations analysis in of Operational Culture and Language services. 5.Conduct translational scientific and socio-cultural research and analysis in support of of Operational Culture and Language services.. 6.Provide Operational Culture and Language support services administration, logistics, fiscal planning/execution, information technology and web development and security management. INSTRUCTIONS: Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Labor categories and rates used by respondents for similar services; (3) Link to the respondent ™s General Services Administration (GSA) schedule, or attached file of same, if applicable; (4) Three customer Citations of any current or past performance related to the objectives (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm.
