Description
This synopsis is for a solicitation for the following: Operate, maintain, monitor and repair one (1) reverse osmosis/nano filtration water treatment plant(WTP),and one (1) waste water treatment plant (WWTP), lift station, oil-water separator, and grease traps at Lajes Field, Terceira, Azores, Portugal. The water treatment plant (T-871) is a 4000 sq.ft. facility, which processes and treats approximately 200 million gallons of water per year. The waste water treatment plant is a 800K gallons per day activated sludge plant. In addition, there are 8 lift stations, up to 15 oil water separators, and up to 8 grease traps. The North American Industry Classification System (NAICS) assigned to this acquisition is 221320. This procurement is unrestricted. Period of performance will be 1 February 2012 through 31 January 2013, with four one year options, which will be included in the evaluation for award. Anticipated issue date for the solicitation is 14 November 2011. It will be available only via the Electronic Posting System (EPS), no telephone calls or written requests for this solicitation package will be accepted. All prospective offerors are responsible to visit the web frequently and obtain the solicitation and any amendment or other information pertaining to this solicitation. Properly Certified and Qualified Personnel: Additional information on the certifications referenced below is available at http://www.abccert.org/abc_certification_program/certification_process.asp Water Treatment Lead Operator: At least one Class B or higher (Class B or equivalent being the next to the highest level of certification obtainable in the state held) certified operator shall perform the duty as the lead operator. The lead operator shall be on duty and on site within the confines of the water system at least 8 hours per day, 5 days per week. Waste Water Treatment Lead Operator: At least one Class C or higher certified with a minimum of 3 years of on-site plant operating experience operator shall perform the duty as the lead operator. The operator must have also successfully completed an approved training course within the past 5 years and certification shall be valid throughout the life of the contract. A minimum of one licensed operator shall be on duty a minimum of 8 hours per day, Monday through Friday. Daily visits shall be made to the plant including weekends and holidays in order to take appropriate readings and to insure the plant is operating properly. The contractor may be required to work other than normal hours to ensure all operations are functional. The contractor is also required to submit a shift schedule and manpower utilization chart for approval by the CO prior to the contract start date. Any changes to this must be submitted in writing and approved by the CO prior to the changes taking effect. Alternate method for WTP/WWTP Lead Operator: In lieu of proposing two separate lead operators positions for the contract, the contractor can instead propose an individual who is licensed in both nano-filtration/water and waste water treatment. At a minimum a class B certification is required for the water treatment plant and a class C certification is required for the waste water plant. This individual shall perform the duties as supervisor over appropriate journeyman operators at both the nano-filtration water treatment plant and the waste water treatment plant respectively. The supervising lead operator shall also be on site at least 8 hours per day, Monday through Friday, dedicating equal amounts of time at both facilities. All prospective offerors must be registered in the Central Contractor Registration (CCR) system and Wide Area Work Flow (WAWF) in order to be eligible for award. Additional information on WAWF is available at https://wawf.eb.mil/. Note: Users can self-register before the DD Form 2875 is submitted. However, registration will not be activated until the DD Form 2875 has been processed. User's account is usually activated within 2 business days.
