- The US Army Research Development Engineering Command, Natick Soldier Research, Development & Engineering Center, is conducting a market survey for technical information to provide military helicopters with improved Helicopter Sling Load (HSL). This will be accomplished by the inclusion of a swivel (lift rigging hardware). It is desired to add one swivel to the HSL equipment inventory, but, two shall be considered. The swivels shall be capable of safely supporting 11,000 lbs and 25,000 lbs with an Ultimate Load Factor of 4.3. Each end shall have a connection point; not a hook. The upper end shall be configured such that a fixed eye loop rope end may be securely connected. Rope diameters shall be 1.75 and 2.75 inches, respectively. The lower end shall be configured such that a large shackle bearing a 1.25 inch diameter pin may be installed such that the shackle hangs from the pin. Spacing of the shackle pin holes will be 3.00 inches. The swivel must be capable of full 360 rotation. Rotation must begin prior to the torque applied to one end reaches 900 in-lbs and 3100 in-lbs respectively. It is desired that the swivel be resistant to weather, salt, and blowing sand (specific values have not been identified). Proprietary information will not be disclosed outside the U.S. Government. All interested firms, regardless of size are encouraged to respond to this request for information. It should be noted that this is a market survey and not a pre-solicitation notice. A pre-solicitation notice will be published if a formal solicitation is generated. No awards will result from this market survey. Nothing shall be construed herein or through the market survey process to commit or obligate the Government to further action as a result of this market survey. Firms responding to this market survey shall bear all risk and expense of any resources used to provide the requested information, and all information submitted in response to this request shall become the property of the Government and will not be returned to the submitter. Respondents must submit their product brochures, technical data, or other information concerning performance and cost within 30 days of this publication.
