- U.S. GOVERNMENT RLP 9ID2074 Expressions of Interest Sought The US Government currently occupies office space in a building under lease in Boise, ID that will be expiring on February 20, 2012. State: Idaho City: Boise Delineated Area: Boise City Limits with properties within the CBD of Boise encouraged Minimum Sq. Ft. (ABOA): 27,945 Maximum Sq. Ft. (ABOA): 30,401 Class A Office Space Type: Office Parking Spaces (Surface): 100 Parking Spaces (Structured): 0 Parking Spaces (Reserved): 43 Secure and 57 visitor spaces Full Term: 20 years Firm Term: 10 years Option Term: 2 - Five (5) year Options Additional Requirements: Energy Star: Existing buildings must have earned the Energy Star label in the most recent year or will have obtained it prior to lease award, unless the offered space meets one of the statutory exceptions listed below. All new construction shall achieve an Energy Star label within 18 months after occupancy by the Government. The Offeror is encouraged to include shared savings in the offer as a result of energy upgrades where applicable. ENERGY STAR tools and resources can be found at the www.energystar.gov Web site. The term "most recent year" means that the date of award of the Energy Star label by EPA must not be more than 1 year prior to the lease award date. For example, an Energy Star label awarded by EPA on October 1, 2011 is valid for all lease awards made on or before September 30, 2012. To earn the Energy Star label, a building owner or representative must follow the instructions on the Energy Star Web site at http://www.energystar.gov/eslabel. Building will require to be in an area zoned to have 2 mid-size, 2 large holding cells and a detainee processing area. Building must be able to accommodate a covered sally port with access for a large 55 passenger bus. Building must be able to accommodate an emergency backup generator. Building must be located at least 20 feet from the street. Building must not be located within close proximity to retail, schools (K-12), medical facilities or media locations. Space shall allow for slab to slab construction of demising walls and interior office walls. Parking lot must be large enough to accommodate a large bus or trailer. Tenant requires access to building 24 hours per day, 7 days per week and 365 days per year. The proposed lease space shall be fully serviced. Expressions of Interest Due: November 15, 2011 - 4:30 PM PDT Offers Due: TBD Occupancy (Estimated): February 21, 2012 Offered space must meet Government requirements, as per the terms of the Lease for: 1. Fire safety 3. Accessibility (ABAAS) 4. Seismic 5. Sustainability 6. The proposed leased space shall be fully serviced. 7. Offered space shall not be in the 100/500 year flood plain. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. Expressions of interest must include the following information: •1. Building name and address and location of the available space within the building; •2. Rentable square feet available and expected rental rate per rentable square foot, fully serviced; •3. ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, (if any); •4. Date of space availability; •5. Building ownership information; •6. Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking, (if any); •7. Energy efficiency and renewable energy features existing within the building; •8. List of building services provided •9. Your letter must include the RLP # listed above and mailed to the Lease Contracting Officer below. The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement.
