- A draft Performance Work Statement (PWS) for the JTF-GTMO Land Mobile Radio (LMR) Upgrade is attached to this notice to gather comments and questions from Industry regarding the feasibility and completeness of the proposed approach to meet the requirements under this procurement. During the draft PWS comment period, the Government requests comments and/or questions that will enable a better understanding of the scope of this procurement. Please pay special attention to any information that might be missing and needed for submitting a complete quote. This action is to encourage and promote early exchanges of information for this requirement. The Government is seeking comments by interested companies relating to the draft PWS, such as reasonableness of requirements and risk of performance. Companies are requested to discuss appropriate contract types, and any other questions or concerns companies may have with the overall procurement. The requested comments are for information purposes only. There will not be a formal posting of any comments received, but they will be considered by the Government and may be incorporated in the solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. All information contained in the draft PWS is preliminary and is subject to change in subsequent releases of the PWS. Prospective offerors are encouraged to review the draft PWS and offer written comments and questions via e-mail to lourdes.schroeder@us.army.mil no later than close of business, 8 Nov 2011. When responding, reference the procurement title "JTF-GTMO LMR Upgrade" in the subject line of the email. Comments and questions should reference the applicable PWS paragraph number and be attached to the email in Microsoft Office format or Adobe Portable Document Format. Prospective offerors are strongly encouraged to submit questions and comments as soon as they are identified. Prospective offerors may submit questions and comments as frequently as needed through 8 Nov 2011. Telephone questions will not be accepted. It is the offeror's responsibility to monitor the Internet for the release of the draft solicitation, solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the draft solicitation, solicitation and amendments (if any). No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, the solicitation and any documents related to this procurement will be available on the Internet. This pre-solicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.
