SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentation will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for 8 (a), certified Small Business Concern, HUBZONE Small Business concerns, Service-Disabled Veteran Owned Small Business concerns (SDVOSB), Women-owned Small Business concerns or Small Business concerns. The applicable North American industry Classification System (NAICS) code is 238350, Finish Carpentry with a small business size standard $14.0M. The total estimated value of the procurement is between $500,000 and $1,000,000. The U. S. Coast Guard is seeking interested vendors with the capability, successful past performance and current relevant experience in window and siding installation. Contractor must have personnel, equipment, capability and bonding capacity to perform window and siding installation. The work includes: The replacement of windows and siding at twelve (12) existing residential structures, the subject two-family homes include single story and two story buildings, located at U.S. Coast Guard Westhampton Beach Housing Complex, Westhampton Beach, New York. (Suffolk County) a. At the selected buildings, the existing siding and the existing windows are to be completely removed. New debris-resistant, Energy Star rated windows are to be provided and installed. The new units are to be complete window systems including all sashes, frames, glazing, flashing, and mounting clips, hardware, and accessories. All existing interior finishes are to be patched, where disturbed and refinished to match the adjacent surfaces. New exterior siding and synthetic trim are to be furnished and installed. Existing building features scheduled to remain are to be protected and reinstalled. The existing windows and exterior siding are to be removed from all 12 duplex housing units, remove the existing interior and exterior casings and trim; the window openings are to be refitted with new insulating, debris-resistant, energy star rated, window units, complete with all new flashing, mounting clips, screens, and hardware. All 12 duplex buildings are to be provided with new, wind-resistant, vinyl, complete exterior siding systems, existing interior window casings and trim are to be replaced with new materials that match the existing, including new paint finish, and any required drywall patching to match the adjacent surfaces; existing exterior window trim, particularly at the brick-veneer areas, are to be replaced with new synthetic trim. All existing garages are to be provided with grade-level synthetic trim, below the new vinyl siding system. The contract performance period is estimated to be approximately 210 days. In accordance with FAR Part 19, if your firm is one of the above small business concerns and intends to submit an offer on this acquisitions please respond by email to mattie.walker@uscg.mil with “Sources Sought for Solicitation HSCGG1-12-B-PRV001 in the subject line or by fax to 401-736-1704. Your responses should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as prime contractor; (b) a statement identifying your certified small business designation; (c) evidence of successful past performance/experience in the following areas – (1) window installation and (2) siding installation. Experience of five (5) siding/window installation projects within the past three (3) years similar to this project Provide contract numbers, title of project, dollar value, points of contact and telephone numbers, and provide evidence of bonding capacity to the maximum magnitude of the project, to include both single and aggregate totals. Your response is required no later than November 2, 2011 @ 4:PM. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
