SynopsisFD2030-12-70274 1.Estimated solicitation issue date 7 November 11 and estimatedclosing/response date 7 December 11. 2.RFP # SPRTA1-12-Q-0061. 3.PR# FD2030-12-70274 4.Nomenclature/Noun: Aircraft Compressor Blade 5.NSN: 2840-00-110-5989NY 6.PN: K648P37 7.Application (Engine )TF39 8.AMC: 3V 9.History: Previously purchased spares was 427 each from the General ElectricCompany, per contract # F41608-00-D-0323-UN62, 10 Sept 2010. 10.Description: The compressor fan blades makes up the compressorfan that pulls air into the engine. The incoming compressed air pushesagainst the compressor fan blades at the front of the engine and againstthe burning exhaust gasses at the rear. The compressed air pressurematches the exhaust gas pressure so the unopposed force is transferredto the compressor fan blades and the internal engine parts to push thejet forward. 11.Dimensions: Not recorded 12.Material: Not recorded 13.Quantity: a.Award of a Firm Fix Price contract is anticipated with a rangequantity of 8 each-minimum and 534 each-maximum. b.Or award of a Firm Fix Price contract for surplus for a quantityof 8 or quantity to be determined if surplus is offered. 14.Non-Competitive 15.Mandatory Language: Electronic procedures will be used for this solicitation. Only writtenor faxed request received directly from the requestors are acceptable.Authority: 10 U.S.C. 2304(c) (1), Justification: supplies (orServices) required are available from only or a limited number ofresponsible sources(s) and no other type of supplies or services willsatisfy agency requirements. The proposed contract action is forsupplies and services for which the Government intends to solicit andnegotiate with only one, or a limited number of sources under theauthority of FAR 6.302. The solicitation will identify the office whereadditional information can be obtained concerning qualificationsrequirements as cited in each individual solicitation. Note: AnOmbudsman has been appointed to hear concerns from Offerors or potentialOfferors during the proposal development phase of this acquisition. Thepurpose of the Ombudsman is not to diminish the authority of the programdirector or contracting officer, but to communicate contractor concerns,issues, disagreements, and recommendations to the appropriate governmentpersonnel. When requested, the Ombudsman will maintain strictconfidentiality as to source of the concern. The Ombudsman does notparticipate in the evaluation of proposals or in the source selectionprocess.
