- The Government intends to negotiate an indefinite quantity/indefinite delivery type contract with Firm Fixed price provisions for a Third Party Logistics (3PL) provider in support of NAVSUP Fleet Logistics Center Norfolk (FLCN) Supply Management Department / Naval Facilities Engineering command Mid-Atlantic located in various sites across the eastern shore of the United States. The contractor shall provide labor supplies, equipment, management, supervision and provide reports necessary to maintain and operate Contractor Operated Parts Stores (COPARS) at select NAVFAC sites. The COPARS sites will stock quality materials, parts, and equipment under a variety of Federal Supply Groups. The work shall be performed at NAVFAC Public Works Departments (PWDs) identified in the solicitation. The resulting contract will be for a one-year base period with four one-year option periods, and will include FAR Clause 52.217-8 Option to Extend Services . This requirement will be issued as a 100% small business set-aside, with options to extend the term of the contract in accordance with FAR Clause 52.217-9. The procurement will be conducted using the procedures and policies of FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation. The applicable North American Industry Classification System (NAICS) Code is 561210 and the size standard is $35.5. A complete Request for Proposal (RFP) package is anticipated to be available around 27 October 2011. Once available, the RFP package can be downloaded from the Navy Electronic Commerce Online (NECO) website as follows: https://www.neco.navy.mil or accessed through https://www.fbo.gov. Site visit will be held in at select COPARS locations with the dates and exact locations to be specified in the RFP. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. The contracting officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. The prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the U.S. Lack of registration in the CCR database will make a contractor ineligible for award.
