- NASA/GSFC has a requirement to continue some mission related support for theNational Polar-orbiting Operational Environmental Satellite System (NPOESS) PreparatoryProject (NPP). This mission support covers algorithm calibration/validation and scienceteam support for algorithms and data products and NPP 1394 serial bus systems engineeringsupport. NASA/GSFC intends to award a sole source three year contract consisting of a base yearwith two one year options to Northrop Grumman Aerospace Systems (NGAS) of Redondo Beach,California. NGAS is currently providing this support under the NPOESS contract. InJanuary 2010, the Executive Office of the president directed a major restructuring of theNPOESS Program. This restructure eliminated the tri-agency governance of NPOESS and gavethe National Oceanic and Atmospheric Administration (NOAA) and the National Aeronauticsand Space Administration (NASA) primary responsibility for the afternoon orbit satellitesproviding civil weather forecasting and climate data in a program called the JPSS. Underthis restructure, NASA assumed the responsibility of managing some of the NPOESSsubcontracts and converted them to prime contracts. However, this requirement remainedunder the NPOESS contract which is now being transferred to a NASA/GSFC contract. This isa subset of the same work presently preformed under the original contract. This missionsupport covers algorithm development, integration and testing, anomaly resolution, andcalibration/validation support for the NPP algorithms and data products and NPP 1394serial bus systems engineering support. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Statutory authority for this sole source procurement is 10U.S.C. 2304(c)(1) - Only OneResponsible Source. However, any organization who believes they can provide these itemswithout any detrimental impact to the NPP mission should fully identify their interestand capabilities within 15 days after publication of this synopsis. Interestedorganizations may submit their capabilities and qualifications to perform the effort inwriting to the identified point of contact not later than 5:00 p.m. EST on November 07,2011. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
