- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION PROTECTIVE FORCE SECURITY SERVICES – NEVADA SITE OFFICE CONTRACT DE-AC52-06NA14390 This document sets forth the justification and approval for an exception to full and open competition allowed under the Competition in Contracting Act (CICA) and FAR 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This is a sole source acquisition to continue the protective force support services provided by WSI under contract number DE-AC52-06NA14390, which expires on September 30, 2011. This proposed modification bridges the existing contract to a new competitively awarded 5-year contract being solicited under Request for Proposal number DE-SOL-0002014. The solicitation for the follow-on contract was issued on June 11, 2011, with proposals received on July 28, 2011 and which are currently being evaluated. While sufficient time was allotted to execute the follow-on contract, various unanticipated delays over the past two years during the acquisition planning process and solicitation phase have resulted in insufficient time available to award the follow-on prior to expiration of the current contract. The projected award date for the follow-on contract is on or about November 30, 2011. The proposed bridge modification with incumbent WSI consists of a two-month base period with a one-month option period to cover any unforeseen circumstances potentially delaying the follow-on award, such as processing security clearances for the successful offeror. The execution of the bridge modification will prevent an adverse impact to the mission of the agency, which would occur with the interruption/ disruption of the work presently performed. The statement of work under the bridge modification is to remain substantially the same as under the current contract.
