- ON HOLD MESSAGING SERVICE This is a Sources Sought Notice for Market Research that will be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of potential contractors. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The NAICS Code is 512290 - Other Sound Recording Industries and the current size standard is $7.0 million. The type of solicitation that may issued at a later date will depend upon the responses to this announcement. The Government must ensure there is adequate competition among the potential pool of responsive contractors. This notice is seeking responses from Small Businesses, particularly: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Woman Owned Small Business, Small Disadvantaged, and HubZone, for purposes of determining the appropriate level of competition and/or Small Business contracting goals for this requirement. Interested businesses which have the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. Requests must include the following information and be limited to three (3) pages in length. 1.Company Information: Legal Name, Address, Duns and Bradstreet number, and Qualifying Small Business Status 2.Company Point of Contact: Name, phone number and e-mail address 3.Statement expressing interest in this requirement, technical capability to meet or exceed the Statement of Work (SOW). STATEMENT OF WORK ON HOLD MUSIC PRODUCTIONS A.GENERAL INFORMATION 1. Title of Project: On Hold Music Productions 2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. PRODUCTION SERVICE & MAINTENANCE for ongoing "Public Affairs 'On Hold' Announcements" including remote-uploading media player and licensing for all material used in the development and delivery of this service. The service will be informational in nature and is heard over the phone system when any patron of the Department of Veteran Affairs is placed on hold. Various resources such as script copy, music recordings and voice talent resources will be available to produce the material used during the playback of this service. Some if not all the material used to provide this service is licensed and/or copyrighted material. Any such licensing is covered in the fees for this service. Scripts can be provided by the staff of the Department of Veterans Affairs or developed through the contractor. The standard message is usually 4 to 6 paragraphs in length. Extensive music library resources are available to select from and a variety of different male and female voice talent options are available for your message. An on-hold messaging media player (TELink 700A) is utilized and is included by the contractor as an all-inclusive cost for each of the seven locations- a total of seven (7) media player will be required. One media player will be placed at each site location: Fayetteville, AR main VA campus; Sunbridge clinic in Fayetteville, AR; Mount Vernon, MO Community Based Outpatient Clinic (CBOC); Branson, MO CBOC; Jay, OK CBOC; Ft. Smith, AR CBOC; and Ozark, AR CBOC. This remote load media player uses proprietary software to upload On Hold Music and Messages for each site. Messages are customized for each site. The unit is installed in such a manner that the message is played back through the phone system. The media player should be comparable to the TELink model 700A. The only access to media box will be by telephone. Internet access will NOT be available. If the on hold media player unit needs to be replaced, there will be no additional unit cost to the VA. "Public Affairs On Hold Announcements" are updated by the VA personnel by notifying the contractor through phone, fax or email. The contractor shall provide Update Reminders to the VA in a timely manner. Upon completion and approval of the script, standard productions are normally completed and deployed within 5 to 7 business days. If circumstances require a more rapid deployment of the message, additional express options that include but are not limited to 24 and 48 hour deployment. Message on hold production package includes customized "ON HOLD" productions, professional male/female voice talent, professional script writing, extensive music library and music licensing fees. The production package supplies up to 6 production changes during the year for the Fayetteville Main Campus, Sunbridge clinics; Mt. Vernon CBOC, Branson CBOC; Jay CBOC; Ft. Smith CBOC and Ozark CBOC. 3. Background: On Hold Marketing has provided the production package announcements heard when you are placed 'on hold' for several years. The package has expanded to include new locations as they have been added to the Veterans Health Care Systems of the Ozarks (VHSO) facilities. 4. Performance Period: The period of performance is BASE year: 1 Jan 2012 through 30 Sept 2012, with total of 2 Option year periods. Option year 1: 1 Oct 2012 through 30 Sept 2013 Option year 2: 1 Oct 2013 through 30 Sept 2014 5. Type of Contract: Firm-Fixed-Price 6. Place of Performance: Veterans Health Care Systems of the Ozarks (VHSO) Fayetteville Arkansas Main Campus, Sunbridge clinics; Mt. Vernon CBOC, Branson CBOC; Jay CBOC; Ft. Smith CBOC and Ozark CBOC. B. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Deliverable One: Provide 6 production changes per year for ON HOLD music and announcements, for each of the seven site locations: Veterans Health Care Systems of the Ozarks (VHSO) Fayetteville Arkansas Main Campus, Sunbridge clinics; Mt. Vernon CBOC, Branson CBOC; Jay CBOC; Ft. Smith CBOC and Ozark CBOC.
