Description
This is a Request for Information (RFI) only. The US Geological Survey is currently seeking sources for a follow on requirement for remote sensing data. In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information for Solicitation and Planning Purposes (October 1997), this notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP). The Department of the Interior (DOI)/U.S. Geological Survey (USGS) intends to assess the responses to inform its decision-making. This notice is not to be construed as a commitment by the government to contract for services. The government will not pay for any information provided as a result of this notice and will not recognize or reimburse any cost associated with RFI submission. Responses to this RFI will not affect a potential offeror's ability to respond to any RFP that might follow. Please ensure that any sensitive or protected information is marked as such and the government will ensure this information is not released externally. The overarching objective for this RFI is information gathering and not development of possible government acquisition of products or services. One of the missions of the USGS Land Remote Sensing (LRS) Program is to obtain commercially available remotely sensed high resolution satellite data over North America. Currently, USGS has an established contract for satellite imagery composed of monthly coverage of Mexico north of the Tropic of Cancer, the entire 48 conterminous United States, the U.S. territorial waters of the conterminous United States, and Canada south of the 55 degrees north latitude line. The government is contemplating a follow-on contract in order to continue to serve the needs of the USGS Programs and Disciplines, Department of Interior bureaus, the Federal civil community, state, local, and tribal governments as well as Federal civil community project partners. In order to fulfill the requirement, your company must possess an operational satellite system or an acquisition service that can negotiate for and distribute near real-time remote sensing satellite data. Possession of bulk purchasing and direct downlinks must also be an option. Interested concerns who believe they have the capability to provide the required services as defined are invited to submit a Capability Statement, not to exceed 10 pages. Responses should also include the following information: company name, address, DUNS number, point of contact, email address, business type, and approximate cost information (i.e., rough order of magnitude). Past performance information should be submitted for projects of this nature conducted within the last three (3) years. USGS is a strong advocate for the small business community and interested small businesses/lead teams and joint ventures that qualify as small businesses are especially encouraged to submit a response to this notice and should identify the business name and business size [large, small, 8(a), etc.]. The NAICS code for this requirement is 541360 Geophysical Surveying and Mapping Services, with a size standard of $4.5. To notify the Government of sensitive information, data identified as Proprietary [e.g., 41 USC section 423, the Procurement Integrity Act restrictive legend per Federal Acquisition Regulation (FAR) 52.215-1)] contained in a response to this RFI, offerors shall mark the cover page of the response and each affected page of the response with indications that it contains proprietary information. The Government assumes no liability for the disclosure or use of information contained in a response if it is not marked proprietary. Please submit all responses and any questions to this notice by Monday, November 7, 2011, via email to the Contracting Officer, Meridith Potts, at mpotts@usgs.gov. Responses received after this date will not be evaluated. No feedback or evaluations will be provided regarding the information provided.
