Description

This announcement is released by the Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), Eatontown, NJ, to publicize the scheduling of an Industry Day event for the Commodities Enterprise Contract (CEC) acquisition. The VA is seeking to establish a CEC arrangement that will ensure standardization of commercial Information Technology (IT) hardware and associated installation, configuration, warranty, maintenance and technical support services solutions across the VA Enterprise. It is anticipated that the CEC will result in an award of multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts providing for the competition and placement of delivery orders over a five-year period. The objective of the CEC Industry Day is to provide the latest details for this project, specifically with respect to the Performance Work Statement (PWS), Commodity Group Technical Requirements/Specifications, proposed Acquisition Strategy and Proposal Evaluation Criteria for this acquisition prior to release of the solicitation. In preparation for this event, the latest DRAFT Commodity Group Technical Requirements/Specifications, except for the Security Platform Group are provided as attachments to this announcement as well as the CEC Call Flow process for warranty support. The latest draft PWS and Security Platform Commodity Group Technical Requirements/Specifications shall be provided if available prior to the Industry Day. The Government is finalizing the market research to support the acquisition strategy for this procurement, however, it is anticipated that this acquisition at minimum will be conducted as a set-aside for small business concerns and possibly as a set-aside for Veteran-Owned and/or Service-Disabled Veteran-Owned Small Businesses under the size standard of 150 employees established for the Value Added Resellers (VARs) exception under the North American Industry Classification System (NAICS) code 541519 (Other Computer Related Services) selected for this acquisition. Accordingly and subject to applicable Limitation on Subcontracting requirements, all qualified small businesses must perform more than 50% of the value added services acquired under any resulting contracts in support of the planned hardware commodity purchases. It is anticipated that the Government intends to award up-to three (3) multiple-award IDIQ contracts and compete resulting deliver orders amongst these prime contractors in accordance with the ordering and evaluation procedures set forth at FAR Subpart 16.505. The CEC Industry Day will be held on November 14, 2011, at the Sheraton Hotel, 6 Industrial Way East, Eatontown, NJ, from 12:00 - 5:00 PM to encompass the following: Check-in: 12:00PM - 1:00PM; Briefing and Networking: 1:00PM - 5:00PM. Conference pre-registration is required and limited to two (2) attendees per company. Registration will be on a first-come first-serve basis until capacity is reached. Registration for the CEC Industry Day is accomplished through completion of the Registration Form on the Virtual Office of Acquisition (VOA) web site: https://www.voa.va.gov/ under the CEC Library. You do not have to be a registered VOA user to complete the Registration Form for the CEC Industry Day. If required, technical assistance can be obtained from voahelp@va.gov One-on-One Meetings with Industry are planned for November 15th and 16th at the TAC East Offices located on Christopher Way, Eatontown, NJ from 8:00 AM to 5:00PM each day. One-on-one meetings with TAC and VA Office of Information and Technology (OIT) representatives shall be limited to 30 minutes in duration. One-on-One Meetings will be scheduled on a first-come first-serve basis. If you would like to request a One-on-One meeting, please complete the section entitled "One-on-One Meeting Request" on the CEC Industry Day Registration Form. Confirmation emails in response to Industry Day registrations and One-on-One Meeting Requests will be sent within three (3) business days from the Technology Acquisition Center (TAC). Please allow enough time for receipt of the confirmation notification before contacting the TAC. Schedule for One-on-One Meetings shall be provided to requesting companies within three (3) business days of receipt of request. REGISTRATION FOR INDUSTRY DAY AND/OR ONE-ON-ONE MEETINGS WILL ONLY BE ACCEPTED THROUGH 4:00 PM EST ON NOVEMBER 4, 2011. REGISTRATION REQUESTS RECEIVED AFTER THIS DATE/TIME WILL NOT BE ACCEPTED. All briefings, Questions and Answers and the Registration List resulting from the Industry Day will be posted on https://www.voa.va.gov/ The TAC has assigned reference number VA118-11-RI-0259 for this announcement.
