- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY PSC Code: AC16 NAICS Code: 488190 (Other Support Activities for Air Transportation) ; Size Standard: $7M Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit, negotiate, and award a sole source contract for Research Development Test and Evaluation (RDT&E) aircraft logistics, maintenance and modification support services for the Presidential Helicopter Support Facility (PHSF) located at Patuxent River, MD. The purpose of this acquisition is to provide continued RDT&E aircraft logistics, maintenance and modification support services until a long-term follow-on contract can be competed. There are three primary areas of support required under this contract: Test and Evaluation (T&E), Contractor Logistic Support (CLS), and Aircraft Maintenance. The requirements are for technical services to support, Air Vehicle Test and Evaluation, Integrated Test Team (ITT), Integrated Product Team (IPT), Modification and Instrumentation and Aircraft Maintenance at the Presidential Helicopter Support Facility (PHSF). The Contractor shall ensure that personnel meet eligibility requirements for Secret and Top Secret clearance/access to classified information at the level required, up to and including Yankee White access. The Government anticipates awarding this requirement on a sole-source basis to National Technologies Associates under the authority of FAR 6.302 to allow sufficient time for industry to complete responsive planning and teaming arrangements necessary to address the unique security and operational support requirements necessary to ensure vigorous competition for the forthcoming Presidential Helicopter competitive requirement. The period of performance for this sole source effort will be a base period from 1 March 2012 to 28 February 2013 with a one-year option potentially extending performance through 28 February 2014. The primary place of performance will be Patuxent River, MD. Interested parties are particularly encouraged to contact National Technology Associates for potential subcontracting opportunities under the anticipated sole source award announced herein, and to monitor FEDBIZOPPS for posting of the Synopsis and the Solicitation for the follow-on competition for this requirement. A determination by the Government not to compete this requirement based on any responses received is solely at the discretion of the Government.
