- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. SPECIAL NOTICE “ REQUEST FOR INFORMATION (RFI): The Naval Surface Warfare Center, Crane Division located in Crane, IN is conducting market research of Intelligence, Surveillance, and Reconnaissance (ISR) aircraft modification, integration, operations and sustainment services for DOD and other Federal Agencies. This is not a solicitation for proposals and no contract will be awarded as a result of this synopsis. This Request for Information is an initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposal (RFP). The Government does not intend to pay for any information furnished pursuant to this RFI. All interested sources are encouraged to submit company and capability literature, white papers, and/or other pertinent information for the Government ™s consideration. The types of aircraft to be modified are manned and unmanned subsonic fixed wing and rotary wing; this includes Conventional, Short, and Vertical Take Off and Landing aircraft. Modification and integration services will encompass both upgrade of existing capabilities as well as installation of new mission capabilities including the functions of aircraft and systems design, engineering, test planning, ground and flight test coordination and data collection, multi-media collection of test event, aircraft survey, airframe integration, FAA aircraft certifications(Designated Airworthiness Representative, Designated Engineering Representative, Inspection Authorized Airframe and Power Plant Mechanics, and FAA supplemental Type Certificates), technical documentation, logistics support planning, training, and support equipment design. Operations include both aircraft pilot/operator and sensor/equipment operators and sustainment of integrated equipment and ground aircraft services. Details of maintenance capabilities, infrastructure including tooling, fixtures, STCs, hangars, runways, and CONUS and OCONUS operational locations should be included. The ability to perform at the Top Secret/SCI level including personnel and facilities is required. This request is for planning purposes only. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this synopsis, and responses to this synopsis cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this synopsis that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. Please submit any applicable product literature, descriptions of use in similar applications, drawings, brochures, videos or related material on or before 14 November 2011, 3:00 PM EDT via mail, email or CD-ROM.
