Description
The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance (OECA), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Quantum Analytics for purchase of a Markes International, Ltd thermal desportion (TD) system with associated components to analyze organic components from air samples collected on sorbent tubes. The instrument will include: 1) Unity 2 thermal desorber with 14 channels and mass flow controller and loop options for sample introduction and addition of internal standards; 2) Series 2 Ultra 100-position autosampler with 50:50 option for automated quantitative re-collection of split samples for repeat analysis; 3) Calibration Standard Loading Rig to introduce liquid standard solutions onto TD tubes; 4) Ability to analyze canister samples in automated fashion; 5) RFID (radio frequency identification) tube tags to trace and read tube information; 5) 100 RFID tags; 6) Shipping to and Installation in the NEIC laboratory in Denver, CO. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Quantum Analytics is the only organization authorized to sell the Markes desorption system. The Markes system is the only thermal desorption system which can quantitatively collect the split portion of the sample flow (the portion not sent to the gas chromatograph) so that the sample can be reanalyzed or archived. The Markes system is also the only system that provides RFID tags to facilitate tracking of sample information. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 5 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
